    Book 4, pages 395-399 Thucydides: “The Peloponnesian War”
    In the same winter the Athenians gave a funeral at the public cost to those who had first fallen in the war. It was the custom of their ancestors, and the manner of it was as follows. Three days before the ceremony, the bones of the dead are laid out in a tent which has been erected; and their friends bring to their relatives such offerings as they please. In the funeral procession cypress coffins are borne in cars, one for each tribe; the bones of the deceased being placed in the coffin of their tribe. Among these is carried an empty bier decked for the missing, that is, for those whose bodies could not be recovered. Any citizen or stranger who pleases, joins in the procession: and the female relatives are there to wail at the burial. The dead are laid in the public sepulcher in the Beautiful suburb of the city, in which those who fall in war are always buried; with the exception of those slain at Marathon, who for their singular and extraordinary valour were interred on the spot where they fell. After the bodies have been laid in the earth, a man chosen by the state, of approved wisdom and eminent reputation, pronounces over them an appropriate panegyric; after which all retire. This is the manner of the burying; and throughout the whole of the war, whenever the occasion arose, the established custom was observed. Meanwhile these were the first that had fallen, and Pericles, son of Xanthippus, was chosen to pronounce their eulogium. When the proper time arrived, he advanced from the sepulcher to an elevated platform in order to be heard by as many of the crowd as possible, and spoke as follows:

    “Most of my predecessors in this place have commended him who made this speech part of the law, telling us that it is well that it should be delivered at the burial of those who fall in battle. For myself, I should have thought that the worth which is displayed itself in deeds would be sufficiently be rewarded by honours also shown by deeds; such as you now see in this funeral prepared at the people’s cost. And I could have wished that the reputations of many brave men were not to be imperilled in the mouth of a single individual, to stand or fall according as he spoke well or ill. For it is hard to speak properly upon a subject where it is even difficult to convince your hearers that you are speaking the truth. On the one hand, the friend who is familiar with every fact of the story may think that some point has not been set forth with that fullness which he wishes and knows it to deserve; on the other, he who is stranger to the matter may be led by envy to suspect exaggeration if he hears anything above his own nature. For men can endure to hear others praised only so long as they can severally persuade themselves of their own ability to equal the actions recounted: when this point is passed, envy comes in and incredulity. However, since our ancestors have stamped this custom with their approval, it becomes my duty to obey the law and try to satisfy your several wishes and opinions as best I may.

“I shall begin with our ancestors: it is both just and proper that they should have the honour of the first mention on an occasion like the present. They dwelt in the country without break in the succession from generation to generations, and handed it down free to the present time of their valour. And if our more remote ancestors deserve praise, much more do our own fathers, who added to their inheritance the empire which we now possess, and spared no pains to be able to leave their acquisitions to us of the present generation. Lastly, there are few parts of our dominions that have not been augmented by those of us here, who are still more or less in the vigour of life; while the mother country has been furnished by us with everything that can enable her to depend on her own resources whether for war or for peace. That part of our history which tells of the military achievements which gave us our several possessions, or of the ready valour with which either we or our fathers stemmed the tide of Hellenic or foreign aggression, is a theme too familiar to our hearers for me to dilate on, and I shall therefore pass it by. But what was the road by which we reached our position, what the form of government under which our greatness grew, what the national habits out of which it sprang; these are questions which I may to solve before I proceed to my panegyric upon these men; since I think this to be a subject upon which the present occasion a speaker may properly dwell, and to which the whole assemblage may listen with advantage.

Our constitution does not copy the laws of neighboring states; we are rather a pattern to others than imitators ourselves. Its administration favours the many instead of the few; this is why it is called a democracy. If we look to the laws, they afford equal justice to all in their private differences; if no social standing, advancement in public life falls to reputation for capacity, class considerations not being allowed to interfere with merit; nor again does poverty bar the way, if a man is able to serve the state, he is not hindered by the obscurity of his condition. The freedom which we enjoy in our government extends also to our ordinary life. There, far from exercising a jealous surveillance over each other, we do not feel called upon to be angry with our neighbors for doing what they like, or even to indulge in those injurious looks which cannot fail to be offensive, although they inflict no positive penalty. But all this ease in our private relations does not make us lawless citizens. Against this fear is our chief safeguard, teaching us to obey the magistrates and the laws, particularly such as regard the protection of the injured, whether they are actually on the statute books, or belong to that code which, although unwritten, yet cannot be broken without acknowledged disgrace.

“Further, we provide plenty of means for the mind to refresh itself from business. We celebrate games and sacrifices all the year round, and the elegance of our private establishments forms a daily source of pleasure and helps to banish the spleen; while the magnitude of our city draws the produce of the world to our harbour, so that to the Athenian the fruits of other countries are as familiar a luxury as those of his own.

“If we turn to our military policy, there also we differ from our antagonists. We throw open our city to the world, and never by alien acts exclude foreigners of any opportunity of learning or observing, although the eyes of an enemy may occasionally may profit by our liberality; trusting less in system and policy than in the native spirit of our citizens; while in education, where our rivals from their very cradles by a painful discipline seek after manliness, at Athens we live exactly as we please, and yet are ready to encounter every legitimate danger. In proof of this it may be noticed that the Lacedaemonians do not invade our country alone, but bring with them all their confederates; while we Athenians advance unsupported into the territory of a neighbor, and fighting upon a foreign soil usually vanquish with ease men who are defending their homes. Our united force was never yet encountered by any enemy, because we have at once to attend to our marine and to dispatch our citizens by land upon a hundred different services; so that, whenever they engage with some such fraction of our strength, a success against a detachment is magnified into a victory over the nation, and a defeat into a reverse suffered at the hands of our entire people. And yet if with habits not of labour but of ease, and courage not of art but of nature, we are still willing to encounter danger, we have the double advantage of escaping the experience of hardships in anticipating and of facing them in the hour of need as fearlessly as those who are never free from them.

“Nor are these the only points in which our city is worthy of admiration. We cultivate refinement without extravagance and knowledge without effeminacy; wealth we employ more for use than for show, and place the real disgrace of poverty not in owning to the fact but in declining the struggle against it. Our public men have, besides politics, their private affairs to attend to, and our ordinary citizens, though occupied with the pursuits of industry, are still fair judges of public matters; for, unlike any other nation, regarding him who takes no part in these duties not as unambitious but as useless, we Athenians are able to judge at all events if we cannot originate, and, instead of looking on discussion as a stumbling-block in the way of action, we think it an indispensable preliminary to any wise action at all. Again, in our enterprises we present the singular spectacle of daring and deliberation , each carried to its highest point, and both united in the same persons; although decision is the fruit of ignorance, hesitation of reflection. But the palm of courage will surely be adjudged most justly to those , who best know the difference between hardship and pleasure and yet are never tempted to shrink from danger. In generosity we are equally singular, acquiring friends by conferring , not by receiving, favours. Yet, of course, the doer of the favour is the firmer friend of the two, in order by continued kindness to keep the recipient in his debt; while the debtor feels less keenly from the very consciousness that the return he makes will be a payment, not a free gift. And it is only the Athenians, who, fearless of consequences, confer their benefits not from calculations of expediency, but in the confidence of liberality.

“In short, I say that as a city we are the school of Hellas: while I doubt if the world can produce a man who, where he has only himself to depend upon, is equal to so many emergencies, and graced by so happy a versatility, as the Athenian. And as this is no more boast thrown out for the occasion, but plain matter of fact, the power of the state acquired by these habits proves. For Athenians alone of her contemporaries, is found when tested to be greater than her reputation, and alone gives no occasion to her assailants to blush at the antagonist by whom they have been worsted, or to her subjects to question her title by merit to rule. Rather, the admiration of the present and succeeding generations will be ours, since we have not left our power without witness, but have shown it by mighty proofs; and far from needing a Homer for our panegyrist, or other of his craft whose verses might charm for the moment only for the impression they gave to melt at the touch of fact, we have forced every sea and land to be the highway of our daring, and everywhere, whether for evil or for good, have left imperishable monuments behind us. Such is the Athens for which these men, in the assertion of their resolve not to lose her, nobly fought and died; and well may every one of their survivors be ready to suffer in their cause.

“Indeed if I dealt at some length upon the character of our country, it has been to show that our stake in the struggle is not the same as theirs who have no such blessings to lose, and also that the panegyric of the men over whom I am now speaking might be by definite proofs established. That panegyric is now in a great measure complete; for the Athen that I have celebrated is only what the heroism of these and their like have made her, men whose fame, unlike most of the Helenes, will be found to be only commensurate with their deserts. And if a test of worth is wanted, it is to be found in their closing scene, and this not only in the cases in which it set the final seal upon their merit, but also in those in which it gave the first intimation of their having any. For there is justice in the claim that steadfastness in his country’s battles should be as a cloak to cover a man’s other imperfections; since the good action has blotted out the bad, and his merit as a citizen more than outweighed his demerits as an individual. But none of allowed either wealth with its prospect of future enjoyment to unnerve his spirit, or poverty with its hope of a day of freedom and riches to tempt him to shrink from danger. No, holding that vengeance upon their enemies was more to be desired than any personal blessings, and reckoning this to be the most glorious of hazards, they joyfully determined to accept the risk, to make sure of their vengeance, and to let their wishes wait; and while committing to hope the uncertainty of final success, in the business before them they fit to act boldly and trust in themselves. Thus choosing to die resisting, rather than to live submitting, they fled only from dishonour, but met danger face to face, and after one brief moment, while at the summit of their fortune, escaped, not from their fear, but from their glory.

“So died these men as became Athenians. You, their survivors, must determine to have as unfaltering a resolution in the field, though you may pray that it may have a happier issue. And not contented with ideas derived only from words of the advantages which are bound up with the defence of your country, though these would furnish a valuable text to a speaker even before an audience so alive to them as the present, you must yourselves realize the power of Athens, and feed your eyes upon her form day to day, love of her fills your hearts; and then, when all her greatness shall break upon you, you must reflect that it was by courage, sense of duty, and a keen feeling of honour in action that men were enabled to win all this, and that no personal failure in an enterprise could make them consent to deprive their country of their valour, but they laid it at her feet as the most glorious contribution that they could offer. For this offering of their lives made in common by them all they each of them individually received a renown which never grows old, and for a sepulcher, not so much that in which their bones have been deposited, but that noblest of shrines wherein their glory is laid up to be eternally remembered upon every occasion on which deed or story shall call for its commemoration. For heroes have the whole earth for their tomb; and in lands far from their own, where the column with its epitaph declares it, there is enshrined in every breast a record unwritten with no tablet to preserve it, except that of the heart. These take as your model, and judging happiness to be the fruit of freedom and freedom of valour, never decline the dangers of war. For it is not the miserable that would most justly be unsparing of their lives; these have nothing to hope for: it is rather they to whom continued life may bring reverses as yet unknown, and to whom a fall, if it came, would be tremendous in its consequences. And surely, to a man of spirit, the degradation of cowardice must be immeasurably more grievous than the unfelt death which strikes him in the midst of his strength and patriotism!

“Comfort, therefore, not condolence, is what I have to offer to the parents of the dead who may be here. Numberless are the chances to which, as they know, the life of man is subject; but fortunate indeed are they who draw for their lot a death so glorious as that which has caused you mourning; and to whom life has been so exactly measured as to terminate in the happiness in which it has been passed. Still I know this is a hard saying, especially when those are in question of whom your will constantly be reminded by seeing in the homes of others blessings of which once you also boasted: for grief is felt not so much for the want of what we have never known, as for the loss of that which we have been long accustomed. Yet you who are still of an age to beget children must bear up in the hope of having others in their stead; not only will they help you forget those whom you have lost, but will be to the state at once a reinforcement and a security; for never can a fair or just policy be expected of the citizen who does not, like his fellows, bring to the decision the interests and apprehensions of a father. While those of you who have passed your prime must congratulate yourselves with the thought that the best part of your life was fortunate, and that the brief span that remains will be cheered by the fame of the departed. For it is only the love of honour that never grows old; and honour it is, not gain, as some would have it, that rejoices the heart of age and helplessness.

“Turning to the sons or brothers of the dead, I see an arduous struggle before you. When a man is gone, all are wont to praise him, and should your merit be ever so transcendent, you will still find it difficult not merely to overtake, but even to approach their renown. The living have envy to contend with, while those who are no longer in our path are honoured with a goodwill into which rivalry does not enter. On the other had, if I must say anything on the subject of female excellence to those of you will now be in widowhood, it will be all comprised in this brief exhortation. Great will be your glory in not falling short of your natural character; and greatest will be hers who is least talked of among the men, whether for good or bad.

“My task is now finished. I have performed it to the best of my ability, and in word, at least, the requirements of the law are now satisfied. If deeds be in question, those who are here interred have received part of their honours already, and for the rest, their children will be brought up till manhood at the public expense: the state thus offers a valuable prize, as the garland of victory in this race of valour, for the reward both of those who have fallen and their survivors. And where the rewards for merit are greatest, there are found the best citizens.

“And now that you have brought to a close your lamentations for your relatives, you may depart.”

Meriones, a thoughtful man, spoke to him in answer:

“For me also, beside my shelter and beside my black ship,

there are many spoils of the Trojans, but not near for me to get them.

For I tell you, neither am I one who has forgotten his war strength

but among the foremost, along the fighting where men win glory,

I take my stand, whenever the quarrel of battle arises.

Let my fighting be forgotten by some other bronze-armoured

Achaian. You are the very one I think must know of it.”

Then Idomeneus lord of the Kretans answered him in turn:

“I know your valour and what you are. Why need you speak of it?

If now beside the ships all the best of us were to assemble

for a hidden position, and there man’s courage is best decided,

where the man who is a coward and the brave man show themselves clearly:

the skin of the coward changes colour one way and another,

and the heart inside him has no control to make him sit steady,

but he shifts his weight from one foot to the another, then settles firmly

on both feet, and the heart inside his chest pounds violent

as he thinks of the death spirits, and his teeth chatter together:

but the brave man’s skin will not change colour, nor is he too much

The most important and effective qualification for success in persuading audiences and speaking well on public affairs is to understand all the forms of government and to discriminate their respective customs, institutions, and interests. For all men are persuaded by considerations of their interest, and their interest lies in the maintenance of the established order. Further, it rests with the supreme authority to give authoritative decisions, and this varies with each form of government; there are as many different supreme authorities as thee are different forms of government. The forms of government are four – democracy, oligarchy, aristocracy, and monarchy. The supreme right to judge and decide always rests, therefore, with either a part or the whole of one or other of these governing powers.

A Democracy is a form of government under which the citizens distribute the offices of state among themselves by lot, whereas under oligarchy there is a property qualification, under aristocracy one of education. By education I mean that education which is laid down by the law; for it is those who have been loyal to the national institutions that hold office under an aristocracy. These are bound to be looked upon as ‘the best men’, and it is from this fact that this form of government has derived its name (‘the rule of the best’). Monarchy, as the word implies, is the constitution in which one man has authority over all. There are two forms of monarchy: kingship, which is limited by prescribed conditions, and ‘tyranny’, which is not limited by anything.

We must also notice the ends which various forms of government pursue, since people choose in practice which actions will lead to the realization of their ends. The end of democracy is freedom; of oligarchy, wealth; of aristocracy, the maintenance of education and national institutions; of tyranny, the protection of the tyrant. It is clear then, that we must distinguish those particular customs, institutions, and interests which tend to realize the ideal of each constitution, since men choose their means with reference to their ends. But rhetorical persuasion is effected not only by demonstrative but by ethical argument; it helps a speaker to convince us, if we believe that he has certain qualities himself, namely, goodness, or goodwill towards us, or both together. Similarly, we should know the moral qualities characteristic of each form of government, for the special moral character of each is bound to provide us with our most effective means of persuasion in dealing with it. We shall learn the qualities of governments in the same way as we learn the qualities of individuals, since they are revealed in their deliberate acts of choice, and these are determined by the end that inspires them.

Plutarch’s Lives, Solon, pgs. 70-71

Soon, however, becoming sensible of the good that was done, they laid by their grudges, made a public sacrifice, calling it Seisacthea, and chose Solon to new-model and make laws for the commonwealth, giving him the entire power over everything, their magistracies, their assemblies, courts, and councils; that he should appoint the number, times of meeting, and what estate they must have that could be capable of these, and dissolve or continue any of the present constitutions, according to his pleasure.

First, then, he repealed all of Draco’s laws, except those concerning homicide, because they were too severe, and the punishments too great; for death was appointed for almost all offences, insomuch that those that were convicted of idleness were to die, and those that stole a cabbage or an apple to suffer even as villains that committed sacrilege or murder. So that Demades, in after time, was thought to have said very happily, that Draco’s laws were written not with ink but blood; and he, himself, being once asked why he made death the punishment of most offenses, replied, “Small ones deserve that, and I have no higher for the the greater crimes.”

Next, Solon, being willing to continue the magistrates in the hands of the rich men, and yet receive the people into the other part of the government, took an account of the citizen’s estates, and those that were worth five hundred measures of fruit, dry and liquid, he placed in the first rank, calling them Pentacosiomedimni, those that could keep an horse, or were worth three hundred measures, were named Hippada Teluntes, and made the second class; the Zeugitae, that had two hundred measures, were in the third; and all the others were called Thetes, who were not admitted to any office, but could come to the assembly, and act as jurors; which at first seemed nothing, but afterwards was found an enormous privilege, as almost every matter of dispute came before them in this latter capacity. Even in the cases which he assigned to the archon’s cognizance, he allowed an appeal to the courts.

Besides, it is said that he was obscure and ambiguous in the wording of his laws, on purpose to increase the honor of his courts; for since their differences could not be adjusted by the letter, they would have to bring all their causes to the judges, who thus were in a manner masters of the laws. Of this equalization he himself makes mention in this manner:-
“Such power I gave the people as might do,
Abridged not what they had, now lavished new,
Those that were great in wealth and high in place
My counsel likewise kept from all disgrace.
Before them both I held my shield of might,
And let not either touch the other’s right.”

And for the greater security of the weak commons, he gave general liberty of indicting for an act of injury; if any one was beaten , maimed, or suffered any violence, any man that would or was able might prosecute the wrong-doer; intending by this to accustom the citizens, like members of the same body, to resent and be sensible of one another’s injuries. And there is a saying of his agreeable to his law, for, being asked what city was best modelled, “That,” said he, “where those that are not injured try and punish the unjust as just as much as those that are.”

Now, in the notion of human law many things are contained, in respect of any of which, human law can be divided properly and of itself. For in the first place it belongs to the notion of human law to be derived from the law of nature. In this respect positive law is divided into the law of nations and civil law, according to the two ways in which something may be derived from the law of nature.

Because to the law of nations belongs those things which are derived from the law of nature as conclusions from premises, for example, just buyings and selling, and the like, without which men cannot live together, which is a point of the law of nature, since man is by nature a social animal, as is proved in the “Politics”. But those things which are derived from the law of nature by way of particular determination belong to the civil law, according as each state decides on what is best for itself.

Secondly, it belongs to the notion of civil law to be ordered to the common good of the state. In this respect human law may be divided according to the different kinds of people who work in a special way for the common good; for example, priests, praying to God for the people; princes, by governing the people; soldiers, by fighting for the safety of the people. Therefore, certain special kinds of law are adapted to these men.

Thirdly, it belongs to the notion of human law to be framed by that one who governs the community of the state. In this respect, there are various human laws according to the various forms of government. Of these, according to the Philosopher, one is monarchy, that is, when the state is governed by one; and then we have Royal Ordinances. Another form is aristocracy, that is, government by the best men or men of highest rank; and then we have the Authoritative legal opinions (Responsa Prudentum) and Decrees of the Senate (Senate’s consulta). Another form is oligarchy, that is, government by a few rich and powerful men; and then we have Praetorian, also called Honorary, law. Another form of government is that of the people, which is called democracy, and there we have Decrees of the Commonalty (Plebiscita). There is also tyrannical government, which is altogether corrupt, and which, therefore, has no corresponding law. Finally, there is a form of government made up of all of these, and which is the best: and in this respect we have law “sanctioned by the Lords and Commons.”

We proceed thus to the first article: it would seem that the Old Law made unfitting precepts concerning rulers.

Objection 1. Because, as the Philosopher [Aristotle] says, the ordering of the people depends mostly on the chief ruler. But the Law contains no precept relating to the institution of the chief ruler. And yet we find in it prescriptions concerning the inferior rulers; first (Exod. 18. 21): “Provide out of all the people wise (Vulg. – able) men,” etc; again (Num. 11. 16): “Gather unto Me seventy men of the ancients of Israel”; and again (Deut. 1. 13): “Let me have from among you wise and understanding men,” etc. Therefore the law provided insufficiently in regard to the rulers of the people.

Obj. 2. Further, “The best gives of the best,” as Plato states. Now the best ordering of a state or any nation is to be ruled by a king, because this kind of government approaches nearest in resemblance to the Divine government, by which God rules the world from the beginning. Therefore, the Law should have set a king over the people, and they should not have been allowed a choice in the matter, as indeed they were allowed (Deut. 17. 14, 15): “When thou … shalt say: I will set a king over me … thou shall set him,” etc.

Obj. 3. Further, according to Matt. 12. 25: “Every kingdom divided against itself shall be made desolate,” a saying which was verified in the Jewish people, whose destruction was brought about by the division of the kingdom. But the Law should aim chiefly at things pertaining to the general well-being of the people. Therefore it should have forbidden the kingdom to be divided under two kings; nor should this have been introduced even by Divine authority, as we read of its being introduced even by the authority of the prophet Ahias the Silonite (III Kings 11. 29 seq.).

Obj. 4. Further, just as priests are instituted for the benefit of the people in things concerning God, as stated in Heb. 5. 1, so are rulers set up for the benefit of the people in human affairs. But certain things were allotted as a means of livelihood for the priests and Levites of the Law, such as the tithes and first-fruits, and many like things. Therefore in like manner certain things should have been determined for the livelihood of the rulers of the people, especially since they were forbidden to accept presents, as is clearly stated in Exod. 23. 8: “You shall not (Vulg. Neither shalt thou) take bribes, which even blind the wise, and pervert the words of the just.”

Obj. 5. Further, as a kingdom is the best form of government, so is tyranny the most corrupt. But when the Lord appointed the king, He established a tyrannical law; for it is written (I Kings 8. 11): “This will be the right of the king, that shall reign over you: He will take your sons,” etc. Therefore, the Law made unfitting provision with regard to the institution of rulers.

On the contrary, The people of Israel is commended for the beauty of its order (Num. 24 5): “How beautiful are thy tabernacles, O Jacob, and thy tents, O Israel.” But the beautiful ordering of a people depends on the right establishment of its rulers. Therefore the Law made right provision for the people with regard its rulers.

I answer that, Two points are to be observed concerning the right ordering of rulers in a state or nation. One is that all should take some share in the government, for this form of constitution ensures peace among the people, commends itself to all, and is guarded by all, as is stated in the “Politics.” The point is to be observed in respect of the kinds of government, or the different ways in which the constitutions are established. For although these differ in kind, as the Philosopher [Aristotle] states, nevertheless the first place is held by the kingdom, where the power of government is vested in one, and aristocracy, which signifies government by the best, where the power of government is vested in a few. Accordingly, the best form of government is in a state or kingdom, where one is given the power to preside over all, while under him are others having governing powers; and yet a government of this kind is shared by all, both because all are eligible to govern, and because the rulers are chosen by all. For this is the best form of polity, being partly kingdom, since there is one at the head of all; partly aristocracy, in so far as a number of persons are set in authority; partly democracy, that is, government by the people, in so far as the rulers can be chosen from the people, and the people have the right to choose their rulers.

Such was the form of government established by the Divine Law. For Moses and his successors governed the people in such a way that each of them was ruler over all, so that there was a kind of kingdom. Moreover, seventy-two men were chosen, who were elders in virtue; for it is written (Deut. 1. 15) “I took out of your tribes men wise and honorable, and appointed them rulers,” so that there was an element of aristocracy. But it was a democratical government in so far as the rulers were chosen from the people; for it is written (Exod. 18. 21): “Provide out of all the people wise (Vulg., -able) men,” etc; and again, in so far as they were chosen by the people; hence it is written (Deut. 1. 13): “Let me have among you wise (Vulg.,-able) men;” etc. Consequently it is evident that the ordering of the rulers was well provided for by the Law.

Reply Obj. 1. This people were governed under the special care of God: hence it is written (Deut. 7.6): “The Lord thy God hath chosen thee to be his peculiar people.” And this is why the Lord reserved to himself the institution of the chief ruler. For this too did Moses pray (Num. 27. 16): “May the Lord the God of the spirits of all the flesh provide a man, that may be over this multitude.” Thus by God’s orders Josue was set at the head in place of Moses; and we read about each of the judges who succeeded Josue, that God “raised…up a savior” for the people, and that “the spirit of the Lord was” in them (Judges 3. 9, 10, 15). Hence the Lord did not leave the choice of a king to the people, but reserved this to Himself, as appears from Deut. 17. 15: “Thou shalt set him whom the Lord thy God shall choose.”

Reply Obj. 2. A kingdom is the best form of government of the people, so long as it is not corrupt. But since the power granted to a king is so great, it easily degenerates into tyranny, unless he to whom this power is given be a very virtuous man; for “it is only a virtuous man that conducts himself well in the midst of prosperity, as the Philosopher [Aristotle] observes. Now perfect virtue is to be found in few; and the Jews were especially inclined to cruelty and avarice, which vices above all turn men into tyrants. Hence from the very first the Lord did not set up the kingly authority with full power, but gave them judges and governors to rule them. But afterwards when the people asked Him to do so, being indignant with them, so to speak, He granted them a king, as is clear from His words to Samuel (I Kings 8. 7): “They have not rejected thee, but Me, that I should not reign over them.”

We have now considered the varieties of the deliberative or supreme power in states, and the various arrangements in law-courts and state offices, and which of them are adapted to different forms of government. We have also spoken of the destruction and preservation of constitutions, how and from what causes they arise.

Of democracy and all other forms of government there are many kinds; and it will be well to assign to them severally the modes of organization which are proper and advantageous to each, adding what remains to be said about them. Moreover, we ought to consider the various combinations of these modes themselves; for such combinations make constitutions overlap one another, so that aristocracies have an oligarchical character, and constitutional governments incline to democracies.

When I speak of the combinations which remain to be considered, and thus far have not been considered by us, I mean such as these: – when the deliberative part of the government and the elections of officers is constituted oligarchically, and the law courts aristocratically, or when the courts and the deliberative part of the state are oligarchical, and the election to offices aristocratical, or when in any other way there is a want of harmony in the composition of the state.

I have shown already what forms of democracy are suited to particular cities, and what of oligarchy to particular peoples, and to whom each of the other forms of government is suited. Further, we must not only show which of these governments is the best for each state, but also briefly proceed to consider how these and other forms of government are to be established.

First of all let us speak of democracy, which will also bring to light the opposite form of government commonly called oligarchy. For the purposes of this inquiry we need to ascertain all the elements and characteristics of democracy, since from the combinations of these the variety of democratic government arise. There are several of these differing from each other, and the difference is due to two causes. One (1) has been mentioned, – differences of population; for the popular element may consist of husbandmen, or of mechanics, or of laborers, and if the first of these be added to the second, or the third to the two others, not only does the democracy become better or worse, but its very nature is changed. A second cause (2) remains to be mentioned: the various properties and characteristics of democracy, when variously combined, make a difference. For one democracy will have less and another more, and another will have all of these characteristics. There is an advantage in knowing hem all, whether a man wishes to establish some new form of democracy, or only to remodel an existing one. Founders of states try to bring together all the elements which accord with the ideas of the several constitutions; but this is a mistake of theirs, as I have already remarked when speaking of the destructions and preservation of states. We will now set forth the principles, characteristics, and aims of such states

Ch. 2

The basis of a democratic state is liberty; which, according to the common opinion of men, can only be enjoyed in such a state: – this they affirm to be the great end of every democracy. One principle of liberty is for all to rule and be ruled in turn, and indeed democratic justice is the application of numerical not proportionate equality; whence it follows that the majority must be supreme, and that whatever the majority approve must be the end and the just. Every citizen, it is said, must have equality, and therefor in a democracy the poor have more power than the rich, because there are more of them, and the will of the majority is supreme. This, then, is one note of liberty which all democrats affirm to be the principle of their state. Another is that a man should live as he likes. This, they say, is the privilege of a freeman, since, on the other hand, not to live as a man likes is the mark of a slave. This is the second characteristic of a democracy, whence has arisen the claim of men to be ruled by none, if possible, or, if this is impossible, to rule and be ruled in turns; and so it contributes to the freedom based upon equality.

Such being our foundation and such the principle from which we start, the characteristics of democracy are as follows: – the election of officers by all out of all; and that all should rule over each, and each in his turn over all; that the appointment to all offices, or to all but those which require experience and skill, should be made by lot; that no property qualification should be required for offices, or only a very low one; that a man should not hold the same office twice, or not often, or in the case of few except military offices: that the tenure of all offices, or of as many as possible, should be brief; that all men should sit in judgement, or that judges selected out of all should judge, in all matters, or in most and in the greatest and most important, – such as the scrutiny of accounts, the constitution, and private contracts; that the assembly should be supreme over all causes, or at any rate over the most important, and the magistrates over none or only over a very few. Of all magistracies, the council is the most democratic when there is not the means of paying all the citizens, but when they are paid even this is robbed of its power; for the people then draw all cases to themselves, as I said in the previous discussion. The next characteristic of democracy is payment for services; assembly, law-courts, magistrates, everybody receives pay, when it is to be had; or when it is not to be had for all, it is given to the law-courts and to the stated assemblies, to the council and to the magistrates, or at least to any of them who are compelled to have their meals together. And whereas oligarchy is characterized by birth, wealth, and education, the notes of democracy appear to be opposite of these, – low birth, poverty, mean-employment. Another note is that no magistracy is perpetual, but if any such have survived some ancient change in the constitution it should be stripped of its power, and the holders should be elected by lot or no longer by vote. These are the points common to all democracies; but democracy and demos in their truest form are based upon the recognized principle of democratic justice, that all should count equally; for equality implies that the poor should have no more share in the government than the rich, and should not be the only rulers, but that all should rule equally according to their numbers. And in this way men think that they will secure equality and freedom in their state.

Ch. 3

Next comes the question, how is this equality to be obtained? Are we to assign to a thousand poor men the property qualifications of five hundred rich me? and shall we give the thousand a power equal to that of the five hundred? or, if this is not to be the mode, shall we, still retaining the same ratio, to take equal numbers from each and give them control of the elections and the courts? – Which, according to the democratical notion, is the juster form of the constitution, – this or one based on numbers only? Democrats say say that justice is that to which the majority agree, oligarchs that to which the wealthier class; in their opinion the decision should be given according to the amount of property. In both opinions there is some inequality and injustice. For if justice is the will of the few, any one person who has more wealth than all the rest of the rich put together, ought, upon the oligarchical principle, to have the sole power- but this would be tyranny; or if justice is the will of the majority, as I was before saying, they will unjustly confiscate the property of the wealthy minority. To find a principle of equality in which they both agree we must inquire into their respective ideas of justice.

Now they agree in saying that whatever is decided by the majority of the citizens is to be deemed law. Granted: – but not without some reserve; since there are two classes out of which a state is composed, – the poor and the rich, – that is to be deemed law, on which both or which the greater part of both agree; and if they disagree, that which is approved by the greater number, and by those who have the higher qualification. For example, suppose that there are ten rich and twenty poor. and some measure is approved by six of the rich and is disapproved by fifteen of the poor, and the remaining four of the rich join with the party of the poor, and the remaining five of the poor with that of the rich; in such a case the will of those whose qualifications, when both sides are added up, are the greatest, should prevail. If they turn out to be equal, there is no greater difficulty than at present, when, if the assembly or the courts are divided, recourse is had to the lot, or to some similar expedient. But, although it may be difficult in theory to know what is just and equal, the practical difficulty of inducing those to forbear who can, if they like, encroach, is far greater, for the weaker are always asking for equality and justice., but the stronger care for none of these things.

Ch. 4

Of the four kinds of democracy, as was said in the previous discussion, the best is that which comes first in order; it is also the oldest of them all. I am speaking of them according to the natural classification of their inhabitants. For the best material of democracy is an agriculture population; there is no difficulty in forming a democracy where the mass of the people live by agriculture or tending of cattle. Being poor, they have no leisure, and therefor do not often attend the assembly, and not always having the necessities of life they are always at work, and do not covet the property of others. Indeed, they find their employment pleasanter than the cares of government or office where no great gains can be made out of them, for the many are more desirous of gain than of honour. A proof is that even the ancient tyrannies were patiently endured by them, as they still endure oligarchies, if they are allowed to work and are not deprived of their property; for some of them grow quickly rich and the others are well enough off. Moreover, they have the power of electing the magistrates and calling them to account; their ambition, if they have any, is thus satisfied; and in some democracies, although they do not all share in the appointment of offices, except through representatives elected in turn out of the whole people, as at Mantinea; – yet, if they have the power of deliberating, the many are contented. Even this form of government may be regarded as as democracy, and was such at Mantinea. Hence it is both expedient and customary in the afore-mentioned type of democracy that all should elect to offices, and conduct scrutinies, and sit in the law-courts, but that the great offices should be filled up by election and from persons having a qualification; the greater requiring a greater qualification, or, if there be no offices for which a qualification is required, then those who are marked out by special ability should be appointed. Under such a form of government the citizens are sure to be governed well (for the offices will always be held by the best persons; the people are willing enough to elect them are not jealous of the good). The good and the notables will then be satisfied, for they will not be governed by men who are their inferiors, and the persons elected will rule justly, because others will call them to account. Every man should be responsible to others, nor should anyone be allow to do just as he pleases; for where absolute freedom is allowed there is nothing to restrain the evil which is inherent in every man. But the principle of responsibility secures that which is the greatest good in states; the right persons rule and are prevented from doing wrong, and the people have their due. It is evident that this is the best kind of democracy, and why? because the people are drawn from a certain class. Some of the ancient laws of most states were, all of them, useful with a view to making the people husbandmen. They provided either that no one should possess more than a certain quantity of land, or that, if he did, the land should not be within a certain distance from the town or the acropolis. Formerly in many states there was a law forbidding anyone to sell his original allotment of land. There is a similar law attributed to Oxylus, which is to the affect that there should be a certain portion of every man’s land on which he could not borrow money. A useful corrective to the evil of which I am speaking would be the law of the Aphytaeans, who, although they are numerous, and do not possess much land, are all of them husbandmen. For their properties are reckoned int the census, not entire, but only in such small portions that even the poor may have more than the amount required.

Next best to an agricultural, and in many respects similar, are a pastoral people, who live by their flocks; they are the best trained of any for war, robust in body and able to camp out. The people of whom other democracies consist are far inferior to them, for their life is inferior; there is no room for moral excellence in any of their employments, whether they be mechanics or traders or laborours. Besides, people of this class can readily come to the assembly, because they are continually moving about in the city and in the agora; whereas husbandmen are scattered over the country and do not meet, or equally feel the want of assembling together. Where the territory also happens to extend to a distance from the city, there is no difficulty in making an excellent democracy or constitutional government; for the people are compelled to settle in the country, and even if there is a town population the assembly ought not to meet, in democracies, when the country people cannot come. We have thus explained how the first and best form of democracy should be constituted; it is clear that the other or inferior sorts will deviate in a regular order, and the population which is excluded will at each stage be of a lower kind.

The last form of democracy, that in which all share alike, is one in which cannot be borne by all states, and will not last long unless well regulated by laws and customs. The more general causes which tend to destroy this or other kinds of government have been pretty fully considered. In order to constitute such a democracy and strengthen the people, the leaders have been in the habit of including as many as they can, and making citizens not only of those who are legitimate, but even of the illegitimate, and of those who have only one parent a citizen, whether father or mother; for nothing of this sort comes amiss to such a democracy. This is the way in which demagogues proceed. Whereas the right thing would be to make no more additions when the number of the commonalty exceeds that of the nobles and of the middle class, – beyond this not to go. When in excess of this point, the constitution becomes disorderly, and the notables become excited and impatient of the democracy, as in the insurrection at Cyrene; for no notice is taken of a little evil, but when it increases it strikes the eye. Measures like those that Cleisthenes passed when he wanted to increase the power of democracy at Athens, or such as were taken by the founders of popular government at Cyrene, are useful in the extreme form of democracy. Fresh tribes and brotherhoods should be established; the private rites of families should be restricted and converted into public ones; in short, every contrivance should be adopted which will mingle the citizens with one another and get rid of old connexions. Again, the measures which are taken by tyrants appear all of them to be democratic; such, for instance, as the license permitted to slaves (which may be to a certain extent advantageous) and also that of women and children, and the allowing everybody to live as he likes. Such a government will have many supporters, for most persons would rather live in a disorderly than in a sober manner.

Ch. 5

The mere establishment of a democracy is not the only or principle business of the legislator, or of those who wish to create such a state, for any state, however badly constituted may last one, two, or three days; a far greater difficulty is the preservation of it. The legislator should therefore endeavor to have a firm foundation according to the principles already laid down concerning the preservation and destruction of states; he should guard against the destructive elements, and should make laws, whether written or unwritten, which will contain all the preservatives of states. He must not think the truly democratical or oligarchical measure to be that which will give the greatest amount of democracy or oligarchy, but that which will make them last longest.The demagogues of our own day often get property confiscated in the law-courts in order to please the people. But those who have the welfare of the state at heart should counteract them, and make a law that the property of the condemned should not be public and go into the treasury but be sacred. Thus, offenders will be as much afraid, for they will be punished all the same, and the people, having nothing to gain, will not be so ready to condemn the accused. Care should also be taken that state trials are as few as possible, and heavy penalties should be inflicted on those who bring groundless accusations; for it is the practice to indict, not members of the popular party, but the notables, although the citizens should be all attached to the constitution as well, or at any rate should not regard their rulers as enemies.

Now, since in the last and worst form of democracy the citizens are very numerous, and can hardly be made to assemble unless they are paid, and to pay them when there are no revenues presses hardly upon the notables (for the money must be obtained by a property tax and confiscations and corrupt practices of the courts, things which have before now overthrown many democracies); where, I say, there are no revenues, the government should hold few assemblies, and the law-courts should consist of many persons, but sit for a few days only. This system has two advantages: first, the rich do not fear the expense, even though they are unpaid themselves when the poor are paid; and secondly, causes are better tried, for wealthy persons, although they do not like to be long absent from their own affairs, do not mind going for a few days to the law-courts. Where there are revenues the demagogues should not be allowed after their manner to distribute the surplus; the poor are always receiving and always wanting more and more, for such help is like water poured into a leaky cask. Yet the true friend of the people should see that they not be too poor, for extreme poverty lowers the character of the democracy; measures therefore should be taken which will give them lasting prosperity; and as this is equally the interest of all classes, the proceeds of the public revenues should be accumulated and distributed among its poor, if possible, in such quantities as may enable them to purchase a little farm, or, at any rate, make a beginning in trade or husbandry And if this benevolence cannot be extended to all, money should be distributed in turn according to tribes or other divisions, and in the meantime the rich should pay for the attendance of the poor at the necessary assemblies; and should be in turn excused from useless public services. By administering the state in this spirit the Carthaginians retain the affections of the people; their policy is from time to time to send some of them into their dependent towns, where they grow rich. It is also worthy of a generous and sensible nobility to divide the poor amongst them, and give them the means of going to work. The example of the people of Tarentum is also well deserving of imitation, for, by sharing the use of their own property with the poor, they gain their good will. Moreover, they divide all their offices into two classes, some of them being elected by vote, the others by lot; the latter, that the people may participate in them, and the former, that the state may be better administered. A like result may be gained by dividing the same offices, so as to have two classes of magistrates, one chosen by vote, the other by lot.

Enough has been said of the manner in which democracies ought to be constituted.

We have now to inquire what is the best constitution for most states, and the best life for most men, neither assuming a standard of virtue which is above ordinary persons, nor an education which is exceptionally favored by nature or circumstances, nor yet an ideal state which is an aspiration only, but having regard to the life in which the majority are able to share, and to the form of government which states in general can attain. As to those aristocracies, as they are called, of which we were just now speaking, they neither lie beyond the possibilities of the greater number of states, or they approximate to the so-called constitutional government, and therefore need no separate discussion. And in fact the conclusion at which we arrive respecting all these forms rests upon the same grounds. For if what was said in the “Ethics” is true, that the happy life is the life according to virtue lived without impediment, and that virtue is a mean, then the life which is in a mean, and in a mean attainable by every one, must be the best. And the same principles of virtue and vice are characteristic of cities and of constitutions; for the constitution is in a figure the life of the city.

Now is all states there are three elements: one class is very rich, another very poor, and a third in a mean. It is admitted that moderation and the mean are best, and therefore it will clearly be best to possess the gifts of fortune in moderation; for in that condition of life men are most ready to follow rational principle. But he who greatly excels in beauty, strength, birth, or wealth, or on the other hand who is very poor, or very weak, or very much disgraced, finds it difficult to follow rational principle. Of these two the one sort grow into violent and great criminals, the other into rogues and petty rascals. And two sorts of offences correspond to them, the one committed from violence, the other from roguery. Again, the middle class is least likely to shrink from rule, or to be over-ambitious for it; both of which are injuries to the state. Again, those who have too much of the goods of fortune, strength, wealth, friends, and the like, are neither willing nor able to submit to authority. The evil begins at home; for when they are boys, by reason of the luxury in which they are brought up, they never learn, even at school, the habit of obedience. On the other hand, the very poor, who are in the opposite extreme, are too degraded. So that the one class cannot obey, and can only rule despotically; the other knows not how to command and must be ruled like slaves. Thus arises a city, not of freemen, but of masters and slaves, the one despising, the other envying; and nothing can be more fatal to friendship and good fellowship is states than this: for good fellowship springs from friendship; when men are at enmity with one another, they would rather not even share the same path. But a city ought to be composed, as far as possible, of equals and similars; and these are generally the middle classes. Wherefore the city which is composed of middle-class citizens is necessarily best constituted in respect of the elements of which we say the fabric of the state naturally consists. And this is the class of citizens which is most secure in a state, for they do not, like the poor, covet their neighbors’ goods; nor do others covet theirs, as the poor covet the goods of the rich; and as they neither plot against others, nor are themselves plotted against, they pass through life safely. Wisely then did Phocylides pray – “many things are best in the mean; I desire to be of a middle condition in my city.”

Thus it is manifest that the best political community is formed by citizens of the middle class, and that those states are likely to be well-administered, in which the middle class is large, and stronger if possible than both the other classes, or at any rate than either singly; for the addition of the middle class turns the scale, and prevents either of the extremes from being dominant. Great then is the good fortune of a state in which the citizens of a state have a moderate and sufficient property; for where some possess much, and the others nothing, there may arise an extreme democracy, or a pure oligarchy; or a tyranny may grow out of either extreme, – either out of the most rampart democracy, or out of an oligarchy; but it is not likely to arise out of the middle constitutions and those akin to them. I will explain the reason of this hereafter, when I speak of the revolutions of states. The mean condition of states is clearly the best, for no other is free from faction; and where the middle class is large, there are least likely to be factions and dissensions. For a similar reason large states are less liable to faction than small ones, because in them the middle class is large; whereas in small states it is easy to divide all the citizens into two classes who are either rich or poor, and to leave nothing in the middle. And democracies are safer and more permanent than oligarchies, because they have a middle class which is more numerous and has a greater share in the government; for when there is no middle class, and the poor greatly exceed in number, troubles arise, and the state soon comes to an end. A proof of the superiority of the middle class is that the best legislators have been of a middle condition; for example, Solon, as his own verses can testify; and Lycurgus, for he was not a king; and Charondas, and almost all legislators.

These considerations will help us to understand why most governments are either democratical or oligarchical. The reason is that the middle class is seldom numerous in them, and whichever party, whether the rich or the common people, transgress the mean and predominates, draws the constitution its own way, and thus arises either oligarchy or democracy. There is another reason – the poor and the rich quarrel with one another, and whichever side gets the better, instead of establishing a just or popular government, regards political supremacy as the prize of victory, and the one party sets up a democracy and the other an oligarchy. Further, both the parties which had the supremacy in Hellas looked only to the interest of their own form of government, and established in states, the one, democracies, and the other, oligarchies; they thought of their own advantage, of the public not at all. For these reasons the middle form of government, has rarely, if ever, existed, and among a very few only. One man alone of all whoever ruled in Hellas was induced to give this middle constitution to states. But it has now become a habit among the citizens of states, not even to care about equality; all men are seeking for dominion, or, if conquered, are willing to submit.

What then is the best form of government, and what makes it the best, is evident; and of other constitutions, since we say that there are many kinds of democracy, and many of oligarchy, it is not difficult to see which has the first, and which the second or any other place in the order of excellence, now that we have determined which is the best. For that which is nearest to the best must of necessity be better, and that which is furthest from it is worse, if we are judging absolutely and not “relatively to given conditions”, since a particular government may be preferable, but another may be better for some people.

Ch. 12

We now have to consider what and what kind of government is suitable to what and what kind of men. I begin by assuming, as a general principle common to all governments, that the portion of the state which desires the permanence of the constitution ought to be stronger than that which desires the reverse. Now every city is composed of quality and quantity. By quality I mean freedom, wealth, education, good birth, and by quantity, superiority of numbers. Quality may exist in one of the classes which make up the state, and quantity in the other. For example, the meanly-born may be more in number than the well-born, or the poor than the rich, yet they may not so much exceed in quantity as they fall short in quality; and therefore there must be a comparison of quantity and quality. Where the number of the poor is more that proportioned to the wealth of the rich, there will naturally be a democracy, varying in form with the sort of people who compose it in each case. If, for example, the husbandmen exceed in number, the first form of democracy will then arise; if the artisans and labouring class, the last; and so with the intermediate forms. But where the rich and the nobles exceed in quality more than they fall short in quantity, there oligarchy arises, similarly assuming various forms according to the kind of superiority possessed by the oligarchs.

The legislator should always include the middle class in his government; if he makes his laws oligarchical, to the middle class let him look; if he makes them democratical, he should equally by his laws try to attach this class to the state. There only can the government ever be stable where the middle class exceeds one or both of the others, and in that case there will be no fear that the rich will unite with the poor against the rulers. For neither of them will ever be willing to serve the other, and if they look for some form of government more suitable to both, they will find none better than this, for the rich and poor will never consent to rule in turn, because they mistrust one another. The arbiter is always the one trusted, and he who is in the middle is an arbiter. The more perfect the admixture of the political elements, the more lasting will be the constitution. Many even of those who desire to form aristocratical governments make a mistake, not only in giving too much power to the rich, but in attempting to overreach the people. There comes a time when out of a false good there arises a true evil, since the encroachments of the rich are more destructive to the constitution than those of the people.

He who would enquire into the essence and attributes of various kinds of governments must first of all determine ‘What is a state?’ At present this is a disputed question. Some say that a state has done a certain act; others, no, not the state, but the oligarchy or the tyrant. And the legislator or statesman is concerned entirely with the state; a constitution or government being an arrangement of the inhabitants of a state. But a state is composite, like any other whole made up of many parts; – these are the citizens, who compose it. It is evident, therefore, that we must begin by asking, Who is the citizen, and what is the meaning of the term? For here again there may be a difference of opinion. He who is a citizen in a democracy will often not be a citizen in an oligarchy. Leaving out of consideration those who have been made citizens, or who have obtained the name of citizen in any other accidental manner, we may say , first, that a citizen is not a citizen because he lives in a certain place, for resident aliens and slaves share in the place; nor is he a citizen who has no legal right except that of suing and being sued; for this right way may be enjoyed under the provisions of a treaty. Nay, resident aliens in may places do not possess even such rights completely, for they are obliged to have a patron, so that they do but imperfectly participate in citizenship, and we call them citizens only in a qualified sense, as we might apply the term to children who are too young to be on the register, or to old men who have been relieved from state duties. Of these we do not say quite simply that they are citizens, but add in the one case that they are not of age, and in the other, that they are past the age, or something of that sort; the precise expression is immaterial, for our meaning is clear. Similar difficulties to those which I have mentioned may be raised and answered about deprived citizen and about exiles. But the citizen whom we are seeking to define is a citizen in he strictest sense, against whom no such exception can be taken, and his special characteristic is that he shares in the administration of justice, and in offices. Now of offices some are discontinuous, and the same persons are not allowed to hold them twice, or can only hold them after a fixed interval; others have no limit of time, – for example, the office of dicast or ecclesiast. It may, indeed, be argued that these are not magistrates at all, and that their function give them no share in the government. But surely it is ridiculous to say that those who have the supreme power do not govern. Let us not dwell further upon this, which is purely a verbal question; what we want is a common term including both dicast and ecclesiast. Let us, for the sake of distinction, call it ‘indefinite office’, and we will assume that those who share in such office are citizens. This is the most comprehensive definition of a citizen, and best suits all those who are generally so called.

But we must not forget that things of which the underlying principles differ in kind, one of them being first, another second, and another third, have, when regarded in this relation, nothing, or hardly anything, worth mentioning in common. Now we see that governments differ in kind, and that some of them are prior and that others are posterior; those which are faulty or perverted are necessarily posterior to those which are perfect. (What we mean by perversion will be hereafter explained.) The citizen then of necessity differs under each form of government; and our definition is best adapted to the citizen of a democracy; but not necessarily to other states. For in some states the people are not acknowledged, nor have they any regular assembly, but only extraordinary ones; and suits are distributed by sections among the magistrates. At Lacedaemon, for instance, the Ephors determine suits about contracts, which they distribute among themselves, while the elders are judges of homicide, and other causes are decided by other magistrates. A similar principle prevails at Carthage; there certain magistrates decide all causes. We may, indeed, modify our definition of the citizen so as to include these states. In them it is the holder of a definite, not of an indefinite office, who legislates and judges, and to some or all such holders of definite offices is reserved the right of deliberating or judging about some things or about all things. The conception of the citizen now begins to clear up.

He who has the power to take part in the deliberative or judicial administration of any state is said by us to be a citizen of that state, and, speaking generally, a state is a body of citizens sufficing for the purpose of life.

In all arts and sciences which embrace the whole of any subject, and do not come into being in a fragmentary way, it is the province of a single art or science to consider all that appertains to a single subject. For example, the art of gymnastic considers not only the suitableness of different modes of training to different bodies, but what sort is absolutely the best; (for the absolutely best must suit that which is by nature best and best furnished with the means of life), and also what common form of training is adapted to the great majority of men. And if a man does not desire the best habit of body, or the greatest skill in gymnastics, which might be attained by him, still the trainer or teacher of gymnastic should be able to impart any lower degree of either. The same principle equally holds in medicine and ship-building, and the making of clothes, and in the arts generally.

Hence it is obvious that government too is the subject of a single science, which has to consider what government is best and of what sort it must be, to be most in accordance with our aspirations, if there were no external impediment, and also what kind of government is adapted to particular states. For the best is often unattainable, and therefore the true legislator and statesman ought to be acquainted, not only with that which is best in the abstract, but also with that which is best relatively to circumstances. We should be able further to say how a state may be constituted under any given conditions; both how it is originally formed and, when formed, how it may be longest preserved; the supposed state being so far from having the best constitution that it is unprovided even with the conditions necessary for the best; neither is it the best under the circumstances, but of an inferior type.

He ought, moreover, to know the form of government which is best suited to states in general; for political writers, although they have excellent ideas, are often unpractical. We should consider, not only what form of government is best, but also what is possible and what is easily attainable by all. There are some who would have none but the most perfect; for this many natural advantages are required. Others, again, speak of a more attainable form, and, although they reject the constitution under which they are living, they extol some one in particular, for example the Lacedaemonian. Any change of government which has to be introduced should be one which men, starting from their existing constitutions, will be both willing and able to adopt, since there is quite as much trouble in the reformation of the old constitution as in the establishment of a new one, just as to unlearn is as hard as to learn. And therefore, in addition to the qualifications of the statesman already mentioned, he should be able to find remedies for the defects of existing constitutions, as has been said before. This he cannot do unless he knows how many forms of government there are. It is often supposed that there is only one kind of democracy and one of oligarchy. But this is a mistake; and, in order to avoid such mistakes, we must ascertain what differences there are in the constitutions of states, and in how many ways they are combined. The same political insight will enable a man to know which laws are the best , and which are suited to different constitutions; for the laws are, and ought to be, relative to the constitution, and not the constitution to the laws. A constitution is the organization of offices in a state, and determines what is to be the governing body, and what is the end of each community. But laws are not to be confounded with the principles of the constitution; they are the rules according to which the magistrates should administer the state, and proceed against offenders. So that we must know the varieties, and the number of varieties, of each form of government, if only with a view to making laws. For the same laws cannot be equally suited to all oligarchies or to all democracies, since there is certainly more than one form of democracy and of oligarchy.

Ch. 2

In our original discussion about governments we divided them into three true forms: kingly rule, aristocracy, and constitutional government, and three corresponding perversions – tyranny, oligarchy, and democracy. Of kingly rule and of aristocracy we have already spoken, for the enquiry into the perfect state is the same thing with the discussion of the two forms thus named, since both imply a principle of virtue provided with external means. We have already determined in what aristocracy and kingly rule differ from one another, and when the latter should be established. In what follows we have to describe the so-called constitutional government, which bears the common name of all constitutions, and the other forms, tyranny, oligarchy, and democracy

It is obvious which of the three perversions is the worst, and which is the next in badness. That which is the perversion of the first and most divine is necessarily the worst. And just as a royal rule, if not a mere name, must exist by virtue of some great personal superiority in the king, so tyranny, which is the worst of governments, is necessarily the farthest removed from a well-constituted form; oligarchy is a little better, for it is a long way from aristocracy, and democracy is the most tolerable of the three.

A writer who preceded me has already made these distinctions, but his point of view is not the same as mine. For he lays down the principle that when all the constitutions are good (the oligarchy and the rest being virtuous), democracy is the worst, but the best when all are bad. Whereas we maintain that they are in any case defective, and that one oligarchy is not to be accounted better than another, but only less bad.

Not to pursue this question further at present, let us begin by determining (1) how many varieties of constitutions there are (since of democracy and oligarchy there are several); (2) what constitution is the most generally acceptable, and what is eligible in the next degree after the perfect state; and besides this what other there is which is aristocratical and and well constituted, and at the same time adapted to states in general; (3) of the other forms of government to whom each is suited. For democracy may meet the needs of some better than oligarchy, and conversely. In the next place we have to consider in what manner a man ought to proceed who desires to establish some one among these various forms, whether of democracy or of oligarchy; and lastly, (5) having briefly discussed these subjects to the best of our power, we will endeavor to ascertain the modes of ruin and preservation both of constitutions generally and of each separately, and to what causes they are to be attributed.

Chapter 3

The reason why there are many forms of government is that every state contains many elements. In the first place we see that all states are made up of families, and in the multitude of citizens there must be there must be some rich and some poor, and some in the middle condition; the rich are heavy-armed, and the poor not. Of the common people, some are husbandmen, and some traders, and some artisans. There are also among the notables differences of wealth and property – for example, in the number of horses which they keep, for they cannot afford to keep them unless they are rich. And therefore in old times the cities whose strength lay in their cavalry were oligarchies, and they used cavalry in wars against their neighbors; as was the practice of the Eretrians and Chalcidians, and also of the Magnesians of the river Maeander, and of other peoples in Asia. Besides differences of wealth there are differences of rank and merit, and there are some other elements which were mentioned by us when in treating of aristocracy we enumerated the essentials of a state. Of these elements, sometimes all, sometimes the lesser and sometimes the greater number, have a share in the government. It is evident then that there must be many forms of government, differing in kind, since the parts of each which they are composed differ from each other in kind. For a constitution is an organization of offices, which all the citizens distribute among themselves, according to the power which different classes possess, for example the rich or the poor, or according to some principle of equality which includes both. There must therefore be as many forms of government as there are modes of arranging the offices, according to the superiorities and the differences of the parts of the state.

There are generally thought to be two principle forms: as men say of the winds that there are but two – north and south, and that the rest of them are only variations of these, so of governments there are said to be only two forms – democracy and oligarchy. For aristocracy is considered to be a kind of oligarchy, as being the rule of the few, and the so-called constitutional government to be really a democracy, just as among the winds we make the west a variation of the north, and the east of the south wind. Similarly of musical modes there are said to be two kinds, the Dorian and the Phrygian; the other arrangements of the scale are comprehended under one or other of these two. About forms of government this is a very favorite notion . But in either case the better and more exact way is to distinguish, as I have done, the one or two which are true forms, and to regard the others as perversions, whether of the most perfectly attempered mode or of the best form of government: we may compare the severer and more over-powering modes to the oligarchical forms, and the more relaxed and gentler ones to the democratic.

Ch. 4

It must be assumed, as some are fond of saying, that democracy is simply that form of government in which the greater number are sovereign, for in oligarchies, and indeed in every government, the majority rules; nor again is oligarchy that form of government in which a few are sovereign. Suppose the whole population of a city to be 1300, and that of these 1000 are rich, and do not allow the remaining 300 who are poor, but free, and in all other respects their equals, a share of the government – no one will say that this is a democracy. In like manner, if the poor were few and the masters of the rich who outnumber them, no one would ever call such a government, in which the rich majority have no share of office, an oligarchy. Therefore we should rather say that democracy is the form of government in which the free are rulers, and oligarchy in which the rich; it is only an accident that the free are the many and the rich are the few. Otherwise a government in which the offices are given according to stature, as is said to be the case in Ethiopia, or according to beauty, would be an oligarchy; for the number of tall or good-looking men is small. And yet oligarchy and democracy are not sufficiently distinguished merely by these two characteristics of wealth and freedom. Both of them contain many other elements, and therefore we must carry our analysis further, and say that the government is not a democracy in which the freemen, being few in number, rule over the many who are not free, as at Appalonia, on the Ionian Gulf, and at Thera; ( for in each of these states the nobles, who were also the earliest settlers, were held in chief honor, although they were but a few out of many). Neither is a democracy when the rich have the government because they exceed in number; as was the case formerly at Colophon, where the bulk of the inhabitants were possessed of large property before the Lydian War. But the form of government is a democracy when the free, who are also poor and the majority, govern, and an oligarchy when the rich and noble govern, they being at the same time few in number.

I have said that there are many forms of government , and have explained to what causes the variety is due. Why there are more than those already mentioned , and what they are, and whence they arise, I will now proceed to consider, starting from the principle already admitted, which is that every state consists, not of one, but of many parts. If we were going to speak of the different species of animals, we should first of all determine the organs which are indispensable to every animal, as for example some organs of sense and the instrument of receiving and digesting food, such as the mouth and the stomach, besides organs of locomotion. Assuming now that there are only so many kinds of organs , but that there may be differences in them – I mean different kinds of mouths, and stomachs, and perceptive and locomotive organs – the possible combinations of these differences will necessarily furnish many varieties of animals. (For animals cannot be the same which have different kinds of mouths or of ears.) And when all the combinations are exhausted, there will be as many sorts of animals as there are combinations of the necessary organs. The same, then, is true of the forms of government which have been described; states, as I have repeatedly said, are composed, not of one, but of many elements. One element is the food-producing class, who are called husbandmen; a second, the class of mechanics who practice the arts without which a city cannot exist; – of these arts some are absolutely necessary, others contribute to luxury or to the grace of life. The third class is that of traders, and by traders I mean those who are engaged in buying and selling, whether in commerce or retail trade. The fourth class is that of the serfs or laborers. The warriors make up the fifth class, and they are as necessary as any of the others, if the country is not to be the slave of every invader. For how can a state which has any title to the name be of a slavish nature? The state is independent and self-sufficing, but a slave is the reverse of independent. Hence we see that this subject, though ingeniously, has not been satisfactorily treated in the “Republic”. Socrates says that a state is made up of four sorts of people who are absolutely necessary; these are a weaver, a husbandman, a shoemaker, and a builder; afterwards, finding that they are not enough, he adds a smith, and again a herdsman, to look after the necessary animals; then a merchant, and then a retail trader. All these together form the complement of the first state, as if a state were established merely to supply the necessaries of life, rather than for the sake of the good, or stood equally in need of shoemakers and husbandmen. But he does not admit into the state a military class until the country has increased in size, and is beginning to encroach on its neighbor’s land, whereupon they go to war. Yet even amongst his four original citizens, or whatever be the number of those whom he associates in the state, there must be someone who will dispense justice and determine what is just. And as the soul may be said to be more truly part of an animal than the body, so the higher parts of states, that is to say, the warrior class, the class engaged in the administration of justice, and that engaged in deliberation, which is the special business of political common sense, – these are more essential to the state than the parts which minister to the necessaries of life. Whether their several functions are the functions of different individuals, or of the same, – for it may often happen that the same persons are both warriors and husbandmen, – is immaterial to the argument. The higher as well as the lower elements are to be equally considered parts of the state, and if so, the military element at any rate must be included. There are also the wealthy who minister to the state with their property; these form the seventh class. The eighth class is that of magistrates and of officers; for the state cannot exist without rulers. And therefore some must be able to take office and to serve the state, either always or in turn. There only remains the class of those who deliberate and who judge between disputants; we were just now distinguishing them. If presence of all these elements, and their fair and equitable organization, is necessary to states, then there must also be persons who have the ability of statesmen. Different functions appear to be often combined in the same individual; for example, the warrior may also be a husbandman, or an artisan, or, again, the counsellor a judge. And all claim to possess political ability, and think that they are quite competent to fill most offices. But the same persons cannot be rich and poor at the same time. For this reason the rich and the poor are regarded in an especial sense as parts of a state. Again, because the rich are generally few in number, while the poor are many, they appear to be antagonistic, and as the one or the other prevails they form the government. Hence arrises the common opinion that there are two kinds of government – democracy and oligarchy.

I have already explained that there are many forms of constitution, and to what causes the variety is due. Let me now show that there are different forms both of democracy and oligarchy, as will indeed be evident from what is preceded. For both in the common people and in the notables various classes are included; of the common people, one class are husbandmen, another artisans, another traders, who are employed in buying and selling; another are the seafaring class, whether engaged in war or in trade, as ferrymen or as fishermen. (In many places any one of these classes form quite a large population; for example, fishermen in Tarentum and Byzantium, crews of triremes at Athens, merchant seamen at Aegina and Chios, ferrymen at Tenedos.) To the classes already mentioned may be added day-laborers, and those who, owing to their needy circumstances, have no leisure, or those who are not of free birth on both sides; and there may be other classes as well. The notables again may be divided according to their wealth, birth, virtue, education, and similar differences.

Of forms of democracy first comes that which is said to be based strictly on equality. In such a democracy the law says that it is just for the poor to have no more advantage than the rich; and that neither should be masters, but both equal. For if liberty and equality, as is thought by some, are chiefly to be found in democracy, they will be best attained when all persons alike share in the government to the utmost. And since the people are the majority, and the opinion of the majority is decisive, such a government must necessarily be a democracy. Here then is one sort of democracy. There is another, in which the magistrates are elected according to a certain property qualification, but a low one; he who has the required amount of property has a share in the government, but he who loses his property loses his rights. Another kind is that in which all the citizens who are under no disqualification share in the government, but still the law is supreme. In another, everybody, if he be only a citizen, is admitted to the government, but the law is supreme as before. A fifth form of democracy, in other respects the same, is that in which, not the law, but the multitude, have the supreme power, and supersede the law by their decrees. This is a state of affairs brought about by the demagogues. For in democracies which are subject to the law the best citizens hold the first place, and there are no demagogues; but where the laws are not supreme, there demagogues spring up. For the people becomes a monarch, and is many in one; and the many have the power in their hands, not as individuals, but collectively. Homer says that ‘it is not good to have a rule of many’, but whether he means this corporate rule, or the rule of many individuals, is uncertain. At all events this sort of democracy, which is now a monarch, and no longer under the control of law, seeks to exercise monarchical sway, and grows into a despot; the flatterer is held in honor; this sort of democracy being relatively to other democracies what tyranny is to other forms of monarchy. The spirit of both is the same, and they alike exercise a despotic rule over the better citizens. The decrees of the demos correspond to the edicts of the tyrant; and the demagogue is to the one what the flatterer is to the other. Both have great power;- the flatterer with the tyrant, the demagogue with democracies of the kind which we are describing. The demagogues make the decrees of the people override the laws, by referring all things to the popular assembly. And therefore they grow great, because the people have all things in their hands, and they hold in their hands the votes of the people, who are too ready to listen to them. Further, those who have any complaint to bring against the magistrates say, ‘let the people be judges’; the people are too happy to accept the invitation; and so the authority of every office is undermined. Such a democracy is fairly open to the objection that it is not a constitution at all; for where the laws have no authority, there is no constitution. The law ought to be supreme over all, and the magistrates should judge of particulars, and only this should be considered a constitution. So that if democracy be a real form of government, the sort of system in which all things are regulated by decrees is clearly not even a democracy in the true sense of the word, for decrees relate only to particulars.

These then are the different kinds of democracy.

Ch. 5

Of oligarchies, too, there are different kinds: one where the property qualification for office is such that the poor, although they form the majority, have no share in the government, yet he who acquires a qualification may obtain a share. Another sort is when there is a qualification for office, but a high one, and the vacancies in the governing body are filled by co-optation. If the election is made out of all the qualified persons, a constitution of this kind inclines to an aristocracy, if out of a privileged class , to an oligarchy. Another sort of oligarchy is when the son succeeds the father. There is a fourth form, likewise hereditary, in which the magistrates are are supreme and not the law. Among oligarchies this is what tyranny is among monarchies, and the last-mentioned form of democracy among democracies; and in fact this sort of oligarchy receives the name of a dynasty (or rule of powerful families).

These are the different sorts of oligarchies and democracies. It should however be remembered that in many states the constitution which is established by law, although not democratic, owing to the education and habits of the people may be administered democratically, and conversely in. other states the established constitution my incline to democracy, but may be administered in a oligarchical spirit. This most often happens after a revolution: for governments do not change at once; at first the dominant party are content with encroaching a little upon their opponents. The laws which existed previously continue in force, but the authors of the revolution have the power in their hands.

Ch. 6

From what has been already said we may safely infer that there are so many different kinds of democracies and of oligarchies. For it is evident that either all the classes whom we mentioned must share in the government, or some only and not others. When the class of husbandmen and of those who possess moderate fortunes have the supreme power, the government is administered according to law. For the citizens being compelled to live by their labour have no leisure; and so they set up the authority of the law, and attend assemblies only when necessary. They all obtain a share in the government when they have acquired a qualification which is fixed by the law – the absolute exclusion of any class would be a step towards oligarchy; hence all who have acquired the property qualification are admitted to a share in the constitution. But leisure cannot be provided for them unless there are revenues to support them. This is one sort of democracy, and these are the causes which give birth to it. Another kind is based on the distinction which naturally comes next in order; in this, every one to whose birth there is no objection is eligible, but actually shares in the government only if he can find leisure. Hence in such a democracy the supreme power is vested in the laws, because the state has no means of paying the citizens. A third kind is when all freemen have a right to share in the government, but do not actually share, for the reason that has been already given; so that in this form again the law must rule. A fourth kind of democracy is that which comes latest in the history of states. In our own day, when cities have far outgrown their original size, and their revenues have increased, all the citizens have a place in the government, through the great preponderance of the multitude; and they all, including the poor who receive pay, and therefore have leisure to exercise their rights, share in the administration. Indeed, when they are paid, the common people have the most leisure, for they are not hindered by the care of their property, which often fetters the rich, who are thereby prevented from taking part in the assembly or in the courts, and so the state is governed by the poor, who are a majority, and not by the laws. So many kinds of democracies there are, and they grow out of these necessary causes.

Of oligarchies, one form is that in which the majority of the citizens have some property, but not very much; and this is the first form, which allows to anyone who obtains the required amount the right of sharing in the government. The sharers in the government being a numerous body, it follows that the law must follow, and not individuals. For in proportion as they are further removed from a monarchical form of government, and in respect of property have neither so much as to be able to live without attending to business, nor so little as to need state support, they must admit the rule of law and not claim to rule themselves. But if the men of property in the state are fewer than in the former state, and own more property, there arises a second form of oligarchy. For the stronger they are, the more power they claim, and having this object in view, they themselves select those of the other classes who are to be admitted to the government; but, not being as yet strong enough to rule without the law, they make the law represent their wishes. When this power is intensified by a further diminution of their numbers and increase of their property, there arises a third and further stage of oligarchy, in which the governing class keep the offices in their own hands, and the law ordains that the son shall succeed the father. When, again, the rulers have great wealth and numerous friends, this sort of family despotism approaches a monarchy; individuals rule and not the law. This is the fourth sort of oligarchy, and is analogous to the last sort of democracy.

Ch. 7

There are still two forms besides democracy and oligarchy; one of them is universally recognized and included among the four principle forms of government which are said to be (1) monarchy, (2) oligarchy, (3) democracy, and (4) the so-called aristocracy or government of the best. But there is also a fifth, which retains the generic name of polity or constitutional government; this is not common and therefore has not been noticed by writers who attempt to enumerate the different kinds of government; like Plato, in their books about the state, they recognize four only. The term ‘aristocracy’ is rightly applied to the form of government which is described in the first part of our treatise; for that only can be rightly called aristocracy which is a government formed of the best men absolutely, and not merely of men who are good when tried by any given standard. In the perfect state the good man is absolutely the same as the good citizen; whereas in other states the good citizen is only good relatively to his own form of government. But there are some states differing from oligarchies and also differing from the so-called polity or constitutional government; these are termed aristocracies, and in them magistrates are certainly chosen, both according to their wealth and according to their merit. Such a form of government differs from each of the two just now mentioned, and is termed an aristocracy. For indeed in states which do not make virtue the aim of the community, men of merit and reputation for virtue may be found. And so where a government has regard to wealth, virtue, and numbers, as at Carthage, that is aristocracy; and also where it has regard only to two out of the three, as at Lacedaemon, to virtue and numbers, and the two principles of democracy and virtue temper each other. There are these two forms of aristocracy in addition to the first and perfect state, and there is a third form, viz. the constitutions which incline more than the so-called polity towards oligarchy.

Str. Is not the third form of government the rule of the multitude, which is called by the name of democracy?

Y. Soc. Certainly.

Str. And do not these three expand in a manner into five, producing out of themselves two other names?

Y.Soc. What are they?

Str. There is a criterion of voluntary and involuntary, poverty and riches, law and the absence of law, which men now-a-days apply to them; the two first they subdivide accordingly, and ascribe to monarchy two forms and two corresponding names, royalty and tyranny.

Y.Soc. Very true.

Str. And the government of the few they distinguish by the names of aristocracy and oligarchy.

Y.Soc. Certainly.

Str. Democracy alone, whether rigidly observing the laws or not, and whether the multitude rule over the men of property with their consent or against their consent, always in ordinary language has the same name.

Y.Soc. True.

Str. But do you suppose that any form of government which is defined by these characteristics of the one, the few, or the many, of poverty or wealth, of voluntary of compulsory submission, of written law or the absence of law, can be a right one?

Y.Soc. Why not?

Y.Soc. To what do you refer?

Str. If I am not mistaken, we said that royal power was a science?

Y.Soc. Yes.

Str. And a science of a peculiar kind, which was selected out of the rest as having a character which is at once judicial and authoritative?

Y.Soc. Yes.

Str. And there was one kind of authority over lifeless things and another over living animals; and so we proceeded in the division step by step up to this point, not losing the idea of science, but unable as yet to determine the nature of the particular science?

Y.Soc. True.

Str. Hence we are led to observe that the distinguishing principle of the State cannot be the few or many, the voluntary or involuntary, poverty or riches; but some notion of science must enter into it, if we are to be consistent with what has preceded.

Y.Soc. And we must be consistent.

Str. Well then in which of these various forms of States may the science of government, which is among the greatest of all sciences and most difficult to acquire, be supposed to reside? That we must discover, and then we shall see who are the false politicians who pretend to be politicians but are not, although persuade many, and shall separate them from the wise king.

Y.Soc. That, as the argument has already intimated, will be our duty.

Str. Do you think the multitude in a State can attain political science?

Y.Soc. Impossible

Str. But, perhaps, in a city of a thousand men, there could be a hundred, or say fifty, who could?

Y.Soc. In that case political science would certainly be the easiest of all sciences; there could not be found in a city of that number as many really first-rate draught-players, if judged by the standard of the rest of Hellas, and there would certainly not be as many kings. For kings we may truly call those who possess royal science, whether they rule or not, as was shown in the previous argument.

Str. Thank you for reminding me; and the consequence is that any true form of government can only be supposed to be the government of one, two, or, at any rate, of a few.

Y.Soc. Certainly.

Str. And these, whether they rule with the will, or against the will, of their subjects, with written laws or without written laws, and whether they are poor or rich, and whatever be the nature of their rule, must be supposed, according to our present view, to rule on some scientific principle; just as the physician, whether he cures us against our will or with our will, and whatever be his mode of treatment – incision, burning, or the infliction of some other pain – whether he practices out of a book or not out of a book, and whether he be rich or poor, whether he purges or reduces in some other way, or even fattens his patients, is a physician all the same, so long as he exercises authority over them according to rules of art, if he only does them good and heals and saves them. And this we lay down to be the only proper test of the art of medicine, or of any other art of command.

Y.Soc. Quite true.

Str. Then that can be the only true form of government in which the governors are really found to possess science, and are not mere pretenders, whether rule according to law or without law, over willing or unwilling subjects, and are rich or poor themselves – none of these things can with any propriety be included in the notion of the ruler.

Y.Soc. True.

Str. And whether with a view to the public good they purge the State by killing some, or exiling some; whether they reduce the size of the body corporate by sending out from the hive swarms of citizens, or, by introducing persons from without, increase it; while they act according to the rules of wisdom and justice, or use their power with a view to the general security and improvement, the city over which they rule, and which has these characteristics, may be described as the only true State. All other governments are not genuine or real, but only imitations of this, and some of them are better and some of them are worse; the better are said to be well governed, but they are mere imitations like the others.

Y.Soc. I agree, Stranger, in the greater part of what you say; but as to their ruling without laws – the expression has a harsh sound.

Str. You have been too quick for me, Socrates; I was just going to ask you whether you objected to any of my statements. And now I see that we shall have to consider this notion of there being good government without laws.

Y.Soc. Certainly.

Str. There can be no doubt that legislation is in a manner the business of a king, and yet the best thing of all is not that the law should rule, but that a man should rule, supposing him to have wisdom and royal power. Do you see why this is?

Y.Soc. Why?

Str. Because the law does not perfectly comprehend what is noblest and most just for all and therefore cannot enforce what is best. The differences of men and actions, and the endless irregular movements of human things, do not admit of any universal and simple rule. And no art whatsoever can lay down a rule which will last for all time.

Y.Soc. Of course not.

Str. But the law is always striving to make one; – like an obstinate and ignorant tyrant, who will not allow anything to be done contrary to his appointment, or any question to be asked – not even in sudden changes of circumstances, when something happens to be better than what he commanded for someone.

S.Soc. Certainly; the law treats us precisely in the manner you describe.

Str. A perfectly simple principle can never be applied to a state of things which is the reverse of simple.

Y.Soc. True.

Str. Then if the law is not the perfection of right, why are compelled to make laws at all? The reason of this has next to be investigated.

Y.Soc. Certainly.

Str. Let me ask,whether you have not meetings for gymnastic contests in your city, such there are in other cities, at which men compete in running, wrestling, and the like?

Y.Soc. Yes; they are very common among us.

Str. And what are the rules which are enforced on their pupils by professional trainers or by others having similar authority? Can you remember?

Y. Soc. To what do you refer?

Str. The training-masters do not issue minute rules for individuals , or give every individual what is exactly suited to his constitution: they think that they ought to go more roughly to work, and to prescribe generally the regimen which will benefit the majority.

Y.Soc. Very true.

Str. And therefore they assign equal amounts of exercise to them all: they send them forth together, and let them rest together from their running, wrestling, or whatever the form of bodily exercise may be.

Y.Soc. True.

Str. And now observe that the legislator who has to preside over the herd, and to enforce justice in their dealings with one another, will not be able, in enacting for the general good, to provide exactly what is suitable for each particular case.

Y.Soc. He cannot be expected to do so.

Str. He will lay down laws in a general form for the majority, roughly meeting the cases of individuals; and some of them he will deliver in writing, and others will be unwritten, and these last will be traditional customs of the country.

Y.Soc. He will be right.

Str. Yes, quite right; for how can he sit at every man’s side all through his life, prescribing for him the exact particulars of his duty? Who,Socrates, would be equal to such a task? No one who really had the royal science, if he had been able to do this, would have imposed upon himself the restriction of a written law.

Y.Soc. So I should infer from what has now been said.

Str. Or rather, my good friend, from what is going to be said.

Y.Soc. And what is that?

Str. Let us put to ourselves the case of a physician, or trainer, who is about to go into a far country, and is expecting to be a long time away from his patients – thinking that his instructions will not be remembered unless they are written down, he will leave notes of them for the use of his pupils or patients.

Y.Soc. True.

Str. But what would you say, if he came back sooner than he had intended, and, owing to an unexpected change of the winds or other celestial influences, something else happened to be better for them – would he not venture to suggest this new remedy, although not contemplated in his former prescription? Would he persist in observing the original law, neither himself giving any new commandments, nor the patient daring to do otherwise than was prescribed, under the idea that this course only was healthy or medicinal, all others noxious and heterodox? Viewed in the light of science and true art, would not all such enactments be utterly ridiculous?

Y.Soc. Utterly.

Str. And if he who gave laws, written or unwritten, determining what was good or bad, honourable or dishonourable, just or unjust, to the the tribes of men who flock together in their several cities, and are governed in accordance with them; if, I say, the wise legislator were suddenly to come again, or another like to him, is he to be prohibited from changing them? – would not this prohibitions be in reality quite as ridiculous as the other?

Y.Soc. Certainly.

Str. Do you know a plausible saying of the common people which is in point?

Y.Soc. I do not recall what you mean at the moment.

Str. They say that if anyone knows how the ancient laws many be improved, he must first persuade his own State of the improvement, and then he may legislate, but not otherwise.

Y.Soc. And are they not right?

Str. I dare day. But supposing that he does use some gentle violence for their good, but what is this violence to be called? Or rather, before you answer, let me ask the same question in reference to our previous instances.

Y.Soc. What do you mean?

Str. Suppose that a skillful physician has a patient, of whatever sex or age, whom he compels against his will to do something for his good which is contrary to the written rules; what is this compulsion to be called? Would you ever dream of calling it a violation of the art, or a breach of the laws of health? Nothing could be more unjust than for the patient to whom such violence is applied, to charge the physician who practices the violence with wanting skill or aggravating his disease.

Y.Soc. Most true.

Str. In the political art error is not called disease, but evil, or disgrace, or injustice.

Y.Soc. Quite true.

Str. And when the citizen, contrary to law and custom, is compelled to do what is juster and better and nobler than he did before, the last and most absurd thing which he could say about such violence is that he has incurred disgrace or evil or injustice at the hands of those who compelled him.

Y.Soc. Very true.

Str. And shall we say that the violence, if exercised by a rich man, is just, and if by a poor man, unjust? May not any man, rich or poor, with or without laws, with the will of the citizens or against the will of the citizens, do what is for their interest? Is not this the true principle of government, according to which the wise and good man will order the affairs of his subjects? As the pilot, by watching continually over the the interests of the ship and of the crew – not by laying down rules, but by making his art a law – preserves the lives of his fellow sailors, even so, and in the self-same way, may there not be a true form of polity created by those who are able to govern in a similar spirit, and who show a strength of art which is superior to the law? Nor can wise rulers ever err while they, observing the one great rule of distributing justice to the citizens with intelligence and skill, are able to preserve them, and, as far as may be, to make them better from being worse.

Y.Soc. No one can deny what has been now said.

Str. Neither, if you consider, can anyone deny the other statement.

Y.Soc. What was it?

Str. We said that no great number of persons, whoever they may be, can attain political knowledge, or order a State wisely, but that the true government is to be found in a small body, or in an individual, and that other States are but imitations of this, as we said a little while ago, some for the better and some for the worse.

Y.Soc. What do you mean? I cannot have understood your previous remark about imitations.

Str. And yet the mere suggestion which I hastily threw out is highly important, even if we leave the question where it is, and do not seek by the discussion of it to expose the error which prevails in this matter.

Y.Soc. What do you mean?

Str. The idea which has to be grasped by us is not easy or familiar; but we may attempt to express it thus: – Supposing the government of which I have been speaking to be the only true model, then the others must use the the written laws of this – in no other way can they be saved; they will have to do what is now generally approved, although not the best thing in the world.

Y.Soc. What is this?

Str. No citizen should do anything contrary to the laws, and any infringement of them should be punished with death and the most extreme penalties; and this is very right and good when regarded as the second best thing, if you set aside the first, of which I was just now speaking. Shall I explain the nature of what I call the second best?

Y.Soc. By all means.

Str. I must again have recourse to my favorite images; through them, and them alone, can I describe kings and rulers.

Y.Soc. What images?

Str. The noble pilot and the wise physician who ” is worth many another man” – in the similitude of these let us endeavor to discover some image of the king.

Y.Soc. What sort of an image?

Str. Well, such as this: – Every man will reflect that he suffers strange things at the hands of both of them; the physician saves any whom he wishes to save, and any whom he wishes to maltreat he maltreats – cutting or burning them, and at the same time requiring them to bring him payments, which are a sort of tribute, of which little or nothing is spent upon the sick man, and greater part is consumed by him and his domestics; and the finale is that he receives money from relations of the sick man or from some enemy of his, and puts him out of the way. And the pilots of ships are guilty of numberless evil deeds of the same kind; they intentionally play false and leave you ashore when the hour of sailing arrives; or they cause mishaps at sea and cast away their freight; and are guilty of other rogueries. Now suppose that we, bearing all this in mind, were to determine, after consideration, that neither of these arts shall any longer be allowed to exercise complete control over other freemen or over slaves, but that we we summon or assembly either of all the people, or of the rich only, that anybody who likes, whatever may be his calling, or even if he have no calling, may offer an opinion either about seamanship or about diseases – whether as to the manner in which physic or surgical instruments are to be applied to the patient , or again about the vessels and the nautical instruments which are required in navigation, and how to meet the dangers of winds and waves which are incidental to the voyage, how to behave when encountering pirates, and what is to be done with the old-fashioned galleys, if they have to fight with others of a similar build – and that, whatever shall be decreed by the multitude on these points, upon the advice of persons skilled or unskilled, shall be written down on triangular tablets and columns, or enacted although unwritten to be national customs; and that in all future time vessels shall be navigated and remedies administered to the patient after this fashion.

Y.Soc. What a strange notion!

Str. Suppose further, that the pilots and physicians are appointed annually, either out of the rich, or out of the whole people, and that they are elected by lot; and that after their election they navigate vessels and heal the sick according to the written rules.

Y.Soc. Worse and worse.

Str. But hear what follows: – When the year of office as expired, the pilot or physician has to come before a court of review, in which the judges are either selected from the wealthy classes or or chosen by lot out of the whole people; and anybody who pleases may be their accuser, and may lay to their charge, that during the past year they have not navigated their vessels or healed their patients according to the letter of the law and the ancient customs of their ancestors; and if either of them is condemned, some of the judges must fix what he is to suffer or pay.

Y.Soc. He who is willing to take a command under such conditions, deserves to suffer any penalty.

Str. Yet once more, we shall have to enact that if any one is detected enquiring into piloting and navigation, or into health and the true nature of medicine, or about the winds, or other conditions of the atmosphere, contrary to the written rules, and has any ingenious notions about such matters, he is not to be called a pilot or physician, but a cloudy prating sophist; – further, on the ground that he is a corrupter of the young, who would persuade them to follow the art of medicine or piloting in an unlawful manner, and to exercise an arbitrary rule over their patients or ships, anyone who is qualified by law may inform against him, and indict him in some court, and then if he is found to be persuading any, whether young or old, to act contrary to the written law, he is to be punished with the utmost rigour, for no one should presume to be wiser than the laws; and as touching healing and health and piloting and navigation, the nature of them is known to all, for anybody may learn the written laws and the national customs. If such were the mode of procedure, Socrates, about these sciences and about gerneralship, and any branch of hunting, or about painting or imitation in general, or carpentry, or any sort of handicraft, or husbandry, or planting, or if we were to see an art of rearing horses, or tending herds, or divination, or any ministerial service, or draught-playing, or any science conversant with number, whether simple or square or cube, or comprising motion – I say, if all these things were done in this way according to written regulations, and not according to art, what would be the result?

Y.Soc. All the arts would utterly perish, and could never be recovered, because enquiry would be unlawful. And human life, which is bad enough already, would then become utterly unendurable.

Str. But what, if while compelling all these operations to be regulated by written law, we were to appoint as the guardian of the laws someone elected by a show of hands, or by lot, and he caring nothing about the laws, were to act contrary to them from motives of interest or favour, and without knowledge – would not this be a still worse evil than the former?

Y.Soc. Very true.

Str. To go against the laws, which are based upon long experience, and the wisdom of counsellors who have graciously recommended them and persuaded the multitude to pass them, would be far greater and ruinous error than any adherence to written law?

Y.Soc. Certainly.

Str. Therefore, as there is a danger of this, the next best thing in legislating is not to allow either the individual or the multitude to break the law in any respect whatever.

Y.Soc. True.

Str. The laws would be copies of the true particulars of action as far as they admit of being written down from the lips of those who have knowledge?

Y.Soc. Certainly they would.

Str. And, as we were saying, he who has knowledge and is a true statesman, will do many things within his own sphere of action by his art without regard for the laws, when he is of opinion that something other than that which he has written down and enjoined to be observed during his absence would be better.

Y.Soc. Yes, we said so.

Str. And any individual or any number of men, having fixed laws, in acting contrary to them with a view to something better, would only be acting , as far as they are able, like the true Statesman?

Y.Soc. Certainly.

Str. If they had no knowledge of what they were doing, they would imitate the truth, and they would always imitate ill; but if they had knowledge, the imitation would be the perfect truth, and an imitation no longer.

Y. Soc. Quite true.

Str. And the principle that no great number of men are able to acquire a knowledge of any art has already been admitted by us.

Y.Soc. Yes, it has.

Str. Then the royal or political art, if there be such an art, will never be attained either by the wealthy or by the other mob.

Y.Soc. Impossible.

Str. Then the nearest approach which these lower forms of government can ever make to the true government of the one scientific ruler, is to do nothing contrary to their own written laws and national customs.

Y.Soc. Very good.

Str. When the rich imitate the true form, such a government is called aristocracy, and when they are regardless of the laws, oligarchy.

Y.Soc. True.

Str. Or again, when an individual rules according to law in imitation of him who knows, we call him a king, and if he rules according to law, we give him the same name, whether he rules with opinion or with knowledge.

Y.Soc. To be sure.

Str. And when an individual ruler truly possessing knowledge rules, his name will surely be the same – he will be called a king; and thus the five names of government, as they are now reckoned, become one.

Y.Soc. That is true.

Str. And when an individual ruler governs neither by law nor by custom, but following in the steps of the true man of science pretends that he can only act for the best by violating the laws, while in reality appetite and ignorance are the motives of the imitation, may not such a one be called a tyrant?

Y.Soc. Certainly.

Str. And this we believe to be the origin of the tyrant and the king, of oligarchies, and aristocracies, and democracies – because men are offended at the one monarch, and can never be made to believe that anyone can be worthy of such authority, or is able and willing in the spirit of virtue and knowledge to act justly and holily to all; they fancy that he will be a despot who will wrong and harm and slay whom he pleases of us; for if there could be such a despot as we describe, they would acknowledge that we ought to be too glad to have him, and that he alone would be the happy ruler of a true and perfect State.

Y.Soc. To be sure.

Str. But then, as the State is not like a bee-hive, and has no natural head who is at once recognized to be the superior both in body and in mind, mankind are obliged to meet and make laws, and endeavor to approach as nearly as they can to the true form of government.

Y.Soc. True.

Str. And when the foundation of politics is in the letter only and in custom, and knowledge is divorced from action, can we wonder, Socrates, at the miseries which there are, and always will be, in States? And other art, built on such a foundation and thus conducted, would ruin all that it touched. Ought we not rather to wonder at the natural strength of the political bond? For States have endured all this, time out of mind, yet some of them still remain and are not overthrown, though many of them, like ships at sea, founder from time to time, and perish and have perished and will hereafter perish, through the badness of their pilots and crews, who have the worst sort of ignorance of the highest truths – I mean to say – that they are wholly unacquainted with politics, of which, above all other sciences, they believe themselves to have acquired the most perfect knowledge.

Y.Soc. Very true.

Str. Then the question arises: – Which of these untrue forms of government is the least oppressive to their subjects, though they are all oppressive; and which is the worst of them? Here is a consideration which is beside our present purpose, and yet having regard to the whole it seems to influence all our actions: we must examine it.

Y.Soc. Yes, we must.

Str. You may say that of the three forms, the same is at once the hardest and the easiest.

Y.Soc. What do you mean?

Str. I am speaking of the three forms of government, which I mentioned at the beginning of this discussion – monarch, the rule of the few, and the rule of the many.

Y.Soc. True.

Str. If we divide each of these we shall have six, from which the true one may be distinguished as a seventh.

Y.Soc. How would you make the division?

Str. Monarchy divides into royalty and tyranny; the rule of the few into aristocracy, which has an auspicious name, and oligarchy; and democracy or the rule of the many, which before was one, must now be divided.

Y.Soc. On what principle of division?

Str. On the same principle as before, although the name is now discovered to have a twofold meaning. For the distinction of ruling with law or without law, applies to this as well as to the rest.

Y.Soc. Yes.

Str. The division made no difference when we were looking for the perfect State, as we showed before. But now that this has been separated off, and, as we said the others alone are left for us, the principle of law and the absence of law will bisect them all.

Y.Soc. That would seem to follow, from what has been said.

Str. Then monarchy, when bound by good prescriptions or laws, is the best of all the six, and when lawless is the most bitter and oppressive to the subject.

Y. Soc. True.

Str. The government of the few, which is intermediate between that of the one and the many, is also intermediate in good and evil; but the government of the many is in every respect weak and unable to do either any great good or any great evil, when compared with the others, because the offices are are too minutely divided and too many hold them. And this therefore is the worst of all lawful governments, and the best of all lawless ones. If they are all without the restraints of law, democracy is the form in which to live is best; if they are well ordered, then this is the last which you should choose, as royalty, the first form, is the best, with the exception of the seventh, for that excels them all. and is among States what God is among men.

Y.Soc. You are quite right, and we should choose that above all.

Next comes democracy; of this the origin and nature have still to be considered by us; and then we will enquire into the ways of the democratic man, and bring him up for judgement.

That, he said, is our method.

Well, I said, and how does the change from oligarchy into democracy arise? Is it not on this wise? – The good at which such a State aims is to become as rich as possible, a desire which is insatiable?

What then?

The rulers, being aware that their power rests upon their wealth, refuse to curtail by law the extravagance of the spendthrift youth because they gain by their ruin; they take interest from them and buy up their estates and thus increase their own wealth and importance?

To be sure.

There can be no doubt that the love of wealth and the spirit of moderation cannot exist together in citizens of the same State to any considerable extent; one or the other must be disregarded.

That is tolerably clear.

And in oligarchical States, from the general spread of carelessness and extravagance, men of good family have often been reduced to beggary?

Yes, often.

And still they remain in the city; there they are, ready to sting and fully armed, and some of them owe money, some have forfeited their citizenship; a third class are in both predicaments; and they hate and conspire against those who have got their property, and against everybody else, and are eager for revolution.

That is true.

On the other hand, the men of business, stooping as they walk, pretending not even to see those whom they have already ruined – insert their sting, that is. their money – into someone else who is not on his guard against them, and to recover the parent sum many times over multiplied into a family of children: and so they make drone and pauper to abound in the State.

Yes, he said, there are plenty of them – that is certain.

The evil blazes up like a fire, and they will not extinguish it, either by restricting a man’s use of his own property, of by another remedy:

What other?

One which is the next best, and has the advantage of compelling the citizens to look to their characters: – Let there be a general rule that every one shall enter into voluntary contracts at his own risk, and there will be less of this scandalous money-making, and the evils of which we were speaking will be greatly lessened in the state.

Yes, they will be greatly lessened.

At present the governors, induced by the motives which I have named, treat their subjects badly; while they and their adherents, especially the young men of the governing class, are habituated to lead a life of luxury and idleness both of body and mind; they do nothing and are incapable of resisting either pleasure or pain.

Very true.

They themselves care only for making money, and are as indifferent as the pauper to the cultivation of virtue.

Yes, quite as indifferent.

Such is the state of affairs which prevails among them. And often rulers and their subjects may come in one another’s way, whether on a pilgrimage or a march, as fellow-soldiers or fellow-sailors; aye and they may observe the behavior of each other in the very moment of danger – for where danger is, there is no fear that the poor will be despised by the rich – and very likely the wiry sunburnt poor man may be placed in battle at the side of a wealthy one who has never spoilt his complexion and has plenty of superfluous flesh – when he sees such an one puffing and at his wit’s end, how can he avoid drawing the conclusion that men like him are only rich because no one has the courage to despoil them? And when they meet in private will not people be saying to one another “Our warriors are not good for much”?

Yes, he said, I am quite aware that this is their way of talking.

And, as in a body which is diseased the addition of a touch from without may bring an illness, and sometimes even when there is no external provocation a commotion may arise within – in the same way wherever there is weakness in the State there is also likely to be illness, of which the occasions may be very slight, the one party introducing from without their oligarchical, the other their democratical allies, and then the State falls sick, and as at war with herself; and may be at times distracted, even when there is no external cause.

Yes, surely.

And then democracy comes into being after the poor have conquered their opponents, slaughter some and banishing some, while to the remainder they give an equal share of freedom and power; and this is the form of government in which the magistrates are commonly elected by lot.

Yes, he said, that is the nature of democracy, whether the revolution has been effected by arms, or whether fear has caused the opposite party to withdraw.

And now what is their manner of life, and what sort of government have they? for as the government is, such will be the man.

Clearly, he said.

In the first place, are they not free: and is not the city full of freedom and frankness – a man may say and do as he likes?

‘Tis said so, he replied.

And where freedom is, the individual is clearly able to order for himself his own life as he pleases?

Clearly.

Then in this kind of State there will be the greatest variety of human natures?

There will.

This, then, seems likely to be the fairest of States, being like an embroidered robe which is spangled with every sort of flower. And just as women and children think a variety of colours to be of all things most charming, so there are many men to whom this State, which is spangled with the manners and characters of mankind, will appear to be the fairest of States.

Yes.

Yes, my good Sir, and there will be no better in which to look for a government.

Why?

Because of the liberty which reigns there – they have a complete assortment of constitutions; and he who has a mind to establish a State, as we have been doing, must go to a democracy as he would to a bazaar at which they sell them, and pick out the one that suits him; then, when he has made his choice, he may found his State.

He will be sure to have patterns enough.

And there being no necessity, I said, for you to govern in this State, even if you have the capacity, or to be governed, unless you like, or go to war when the rest go to war, or to be at peace when others are at peace, unless you are so disposed – there being no necessity also, because some law forbids you to hold office or be a dicast, that you should not hold office or be a dicast, if you have a fancy – is not this a way of life which for the moment is supremely

For the moment, yes.

And is not their humanity to the condemned in some cases quite charming? Have you not deserved how, in a democracy, many persons, though they have been sentenced to death or exile, just stay where they are and walk about the world – the gentleman parades like a hero, and nobody sees or cares?

Yes, he replied, many and many a one.

See too, I said, the forgiving spirit of democracy, and the “don’t care” about trifles, and the disregard which she shows of all the fine principles which we solemnly laid down at the foundation of the city – as when we said that, except in the case of some rarely gifted nature, there will never be a good man who has not from his childhood been used to play among things of beauty and make of them a joy and a study – how grandly does she trample all these fine notions of ours under her feet, never giving a thought to the pursuits which make a statesman, and promoting to honour any one who professes to be the people’s friend.

Yes, she is of a noble spirit.

These and other kindred characteristics are proper to democracy, which is a charming form of government, full of variety and disorder, and dispensing a sort of equality to equals and unequals alike.

We know her well.

Consider now, I said, what manner of man the individual is, or rather consider, as in the case of the state, how he comes into being.

Very good, he said.

Is not this the way – he is the son of the miserly and oligarchical father who has trained him in his own habits?

Exactly.

And, like his father, he keeps under by force the pleasures which are of the spending and not of the getting sort, being those which are called unnecessary?

Obviously.

Would you like, for the sake of clearness, to distinguish which are the necessary and which are the unnecessary pleasures?

I should.

Are not the necessary pleasures those of which we cannot get rid, and of which the satisfaction is a benefit to us? And they are rightly so, because we are framed by nature to desire both what is beneficial and what is necessary, and cannot help it.

True.

We are not wrong therefore in calling them necessary?

We are not.

And the desires of which a man may get rid of, if he takes pains from his youth upwards – of which the presence, moreover, does no good, and in some cases the reverse of good – shall we not be right in saying that all these are unnecessary?

Yes, certainly.

Suppose we select an example of either kind, in order that we may have a general notion of them?

Very good.

Will not the desire of eating, that is, of simple food and condiments, is so far as they are required for health and strength, be of the necessary class?

That is what I should suppose.

The pleasure of eating is necessary in two ways; it does us good and it is essential in the continuance of life?

Yes.

But the condiments are only necessary in so far as they are good for health?

Certainly.

And the desire which goes beyond this, of more delicate food, or other luxuries, which might generally be got rid of, if controlled and trained in youth, and is hurtful to the body, and hurtful to the soul in the pursuit of wisdom and virtue, may be rightly called unnecessary?

Very true.

May we not say that these desires spend, and that the others make money because they conduce to production?

Certainly.

And of the pleasures of love, and all other pleasures, the same holds good?

True.

And the drone of whom we spoke was he who surfeited in pleasures and desires of this sort, and was the slave of the unnecessary desires, whereas he who was subject to the necessary only was miserly and oligarchical?

Very true.

Again, let us see how the democratical man grows out of the oligarchical: the following, as I suspect, is commonly the process.

What is the process?

When a young man who has been brought up as we were just now describing, in a vulgar and miserly way, has tasted drones’ honey and has come to associate with fierce and crafty natures who are able to provide for him all sorts of refinements and varieties of pleasure – then, as you may imagine, the change will begin of the oligarchical principle within him into the democratical?

Inevitably.

And as in the city like was helping like, and the change was effected by an alliance from without assisting one division of the citizens, so too the young man is changed by a class of desires coming from without to assist the desires within him, that which is akin and alike again helping that which is akin and alike?

Certainly.

And if there be any ally which aids the oligarchical principle within him, whether the influence of a father or kindred, advising or rebuking him, then arises in his soul a faction and an opposite faction, and he goes to war with himself.

It must be so.

And there are time when the democratical principle gives way to the oligarchical, and some of his desires die, and others are banished, a spirit of reverence enters into the young man’s soul and order is restored.

Yes, he said, that sometimes happens.

And then, again, after the old desires have been driven out, fresh ones spring up, which are akin to them, and because he their father does not know how to educate them, wax fierce and numerous.

Yes, he said, that is apt to be the way.

They draw him to his old associates, and holding secret intercourse with them, breed and multiply in him.

Very true.

At length they seize upon the citadel of the young man’s soul, which they perceive to be void of all accomplishments and fair pursuits and true words, which make their abode in the minds of men who are dear to the gods, and are their best guardians and sentinels.

None better.

False and boastful conceits and phrases mount upwards and take their place.

They are certain to do so.

And so the young man returns into the country of the lotus-eaters, and takes up his dwelling there in the face of all men; and if any help be sent by his friends to the oligarchical part of him, the aforesaid vain conceits shut the gates of the king’s fastness; and they will neither allow allow the embassy itself to enter, nor if private advisers offer the fatherly counsel of the aged will they listen to them or receive them. There is a battle and they gain the day, and then modesty, which they call silliness, is ignominiously thrust into exile by them, and temperance, which they nickname unmanliness, is trampled in the mire and cast forth; they persuade men that moderation and orderly expenditure are vulgarity and meanness, and so, by the help of a rabble of evil appetites, they drive them beyond the border.

Yes, with a will.

And when they have emptied and swept and cleaned the soul of him who is now in their power and who is being initiated by them in great mysteries, the next thing is to bring back to their house insolence and anarchy and waste and impudence in bright array having garlands on their heads, and a great company with them, hymning their praises and calling them by sweet names; insolence they term breeding, and anarchy liberty, and waste magnificence, and impudence courage. And so the young man passes out of his original nature, which was trained in the school of necessity, into the freedom and libertinism of useless and unnecessary pleasures.

Yes, he said, the change in him is visible enough.

After this he lives on, spending his money and labour and time on unnecessary pleasures quite as much as on necessary ones: but if he be fortunate, and is not too much disordered in his wits, when years have lapsed, and the heyday of passion is over – supposing that he then re-admits into the city some part of the exiled virtues, and does not wholly give himself up to their successors – in that case he balances his pleasures and lives in a sort of equilibrium, putting the government of himself into the hands of the one which comes first and wins the turn; and when he has enough of that, then into the hands of another, he despises none of them but encourages them all equally.

Very true, he said.

Neither does he receive or let pass into the fortress any true word of advice; if any one says to him that some pleasures are the satisfactions of good and noble desires, and others of evil desires, and that he ought to use and honor some and chastise and master the others – whenever this is repeated to him he shakes his head and says that they are all alike, and that one is as good as another.

Yes, he said; that is the way with him.

Yes, I said, he lives from day to day, indulging the appetite of the hour; and sometimes he is lapped in drink and strains of the flute; then he becomes a water-drinker, and tries to get thin; then he takes a turn at gymnastics; sometimes idling and neglecting everything, then once more living the life of a philosopher; often he is busy with politics, and starts to his feet and says and does whatever comes into his head; and, if he is emulous of anyone who is a warrior, off he is in that direction, or of men of business, once more in that. His life has neither law nor order; and his distracted existence he terms joy and bliss and freedom; and so he goes on.

Yes, he replied, he is all liberty and equality.

Yes, I said; his life is motley and manifold and an epitome of the lives of many – he answers to the State which we described as fair and spangled. And many a man and many a woman will take him for their pattern, and many a constitution and many an example of manners is contained in him.

Just so.

Let him then be set over against democracy; he may truly be called the democratic man.

Let that be his place, he said.

Last of all comes the most beautiful of all, man and the State alike, tyranny and the tyrant; these we have now to consider.

Quite true, he said.

Say then, my friend, In what manner does tyranny arise? – that it has a democratic origin is evident.

Clearly.

And does not tyranny not spring from democracy in the same manner as democracy from oligarchy – I mean of a sort?

How?

The good which oligarchy proposed to itself and the means it was maintained was excess of wealth – am I not right?

Yes.

And the insatiable desire of wealth and the neglect of all other things for the sake of money-getting was also the ruin of oligarchy?

True.

And democracy has her own good, of which the insatiable desire brings her to dissolution?

What good?

Freedom, I replied; which, as they tell you in a democracy, is the glory of the State – and that therefore in a democracy alone will the freeman of nature deign to dwell.

Yes, the saying is in everybody’s mouth.

I was going to observer, that the insatiable desire of this and the neglect of other things introduces the change in democracy, which occasions a demand for tyranny.

How so?

When a democracy which is thirsting for freedom has evil cup-bearers presiding over the feast, and has drunk too deeply of the strong wine of freedom, then, unless her rulers are very amenable and give a plentiful draught, she calls them to account and punishes them, and says they are accursed oligarchs.

Yes, he replied, a very common occurrence.

Yes, I said; and loyal citizens are insultingly termed by her slaves who hug their chains and men of naught; she would have subjects who are like rulers, and rulers who are like subjects; there are men after her own heart, whom she praises and honors both in private and public. Now, in such as State, can liberty have any limit?

Certanly not.

By degrees the anarchy finds a way into private houses, and ends by getting among the animals and infecting them.

How do you mean?

I mean that the father grows accustomed to descend to the level of his sons and to fear them, and the son on a level with his father, he having no respect or reverence for either of his parents; and this is his freedom, and the metic is equal with the citizen and the citizen with the metic, and the stranger is quite as good as either.

Yes, he said, that is the way.

And these are not the only evils, I said – there are several lesser ones: In such a state of society the master fears and flatters his scholars, and the scholars despise their masters and tutors; young and old are all alike; and the young man is on a level with the old; and is ready to compete with him in word or deed; and old men condescend to the young and are full of pleasantry and gaiety; they are loth to be thought morose and authoritative, and therefore they adopt the manners of the young..

Quite true, he said.

The last extreme of popular liberty is when the slave bought with money, whether male or female, is just as free as his or her purchaser; nor must I forget to tell of the liberty and equality of the two sexes in relation to each other.

Why not, as Aeschylus says, utter the word which rises to our lips?

That is what I am doing, I replied; and I must add that no one who does not know would believe, how much greater is the liberty which the animals who are under the dominion of man have in a democracy than in any other State: for truly the she-dogs, as the proverb says, are as good as their she-mistresses, and the horses and asses have a way of marching along with all the rights and dignities of freemen; and they will run at anybody who comes in their way if he does not leave the road clear for them: and all things are just ready to burst with liberty.

When I take a country walk, he said, I often experience what you describe. You and I have often dreamed the same thing.

And above all, I said, and as a result of all, see how sensitive the citizens become; they chafe impatiently at the least touch of authority and at length, as you know, they cease to care even for the laws, written or unwritten; they will have no one over them.

Yes, he said, I know it too well.

Such, my friend, I said, is the fair and glorious beginning out of which springs tyranny.

Glorious indeed, he said. But what is the next step?

The ruin of oligarchy is the ruin of democracy; the same disease magnified and intensified by liberty overmasters democracy – the truth being that the excessive increase of anything often causes a reaction in the opposite direction; and this is the case not only in the seasons and in vegetable and animal life, but above all in forms of government.

True.

The excess of liberty, whether in States or individuals, seems only to pass into excess of slavery.

Yes, the natural order.

And so tyranny naturally arises out of democracy, and the most aggravated form of tyranny and slavery out of the most extreme form of liberty?

As we might expect.

That, however, was not, as I believe, your question – you rather desired to know what was that disorder which is generated alike in oligarchy and democracy, and is the ruin of both?

Just so, he replied.

Well, I said, I meant to refer to the class of idle spendthrifts, of whom the more courageous are the leaders and the more timid the followers, the same whom we were comparing to drones, some stingless, and others having stings.

A very just comparison.

These two classes are the plagues of every city in which they are generated, being what phlegm and bile are to the body. And the good physician and lawgiver of the State ought, like the wise bee-master, to keep them at a distance and prevent, if possible, their ever coming in; and if they have anyhow found a way in, then he should have them and their cells cut out as speedily as possible.

Yes, by all means, he said.

Then, in order that we may see clearly what we are doing, let us imagine democracy to be divided, as indeed it is, into three classes; for in the first place freedom creates rather more drones in the democratic than there were in the oligarchical State.

That is true.

And in the democracy they are certainly more intensified.

How so?

Because in the oligarchical State they are disqualified and driven from office, and therefore they cannot train or gather strength; whereas in a democracy they are almost the entire ruling power, and while the keener sort speak and act, the rest keep buzzing about the bema and do not suffer a word to be said on the other side; hence in democracies almost everything is managed by the drones.

Very true, he said.

Then there is another class which is always being severed from the mass.

What is that?

They are the orderly class, which in a nation of traders is sure to be the richest.

Naturally so.

They are the most squeezable persons and yield the largest amount of money to the drones.

Why, he said, there is little to be squeezed out of people who have little.

And this is called the wealthy class, and the drones feed upon them.

That is pretty much the case, he said.

The people are a third class, consisting of those who work with their own hands; they are not politicians, and have not much to live upon. This, when assembled, is the largest and most powerful class in a democracy.

True, he said, but then the multitude is seldom willing to congregate unless they get a little honey.

And do they not share? I said. Do not their leaders deprive the rich of their estates and distribute them among the people; at the same time taking care to reserve the larger part for themselves?

Why, yes, he said, to that extent the people do share.

And the persons whose property is taken from them are compelled to defend themselves before the people as best they can?

What else can they do?

And then, although they may have no desire of change, the others charge them with plotting against the people and being friends of oligarchy?

True.

And the end is that when they see the people, not of their own accord, but through ignorance, and because they are deceived by informers, seeking to do them wrong, then at last they are forced to become oligarchs in reality; they do not wish to be, but the sting of the drones torments torments them and breeds revolution in them.

That is exactly the truth.

Then come impeachments and judgements and trials of one another.

True.

The people have always some champion whom they set over them and nurse into greatness.

Yes, that is their way.

This and no other is the root from which a tyrant springs; when he first appears above ground he is a protector.

Yes, that is quite clear.

How then does a protector begin to change into a tyrant? Clearly when he does what the man is said to do in the tale of the Arcadian temple of Lycaean Zeus.

What tale?

The tale is that he who has tasted the entrails of a single human being mixed up with the entrails of other victims is destined to become a wolf. Did you never hear it?

O yes.

And the protector of the people is like him; having a mob entirely at his disposal, he is not restrained from shedding the blood of kinsmen; by the favorite method of false accusation he brings them into court and murders them, making the life of man disappear, and with unholy tongue and lips tasting the blood of his fellow citizen; some he kills and others he banishes, at the same time hinting at the abolition of debts and partition of lands: and after this, what will be his destiny? Must he either perish at the hands of his enemies, or from being a man become a wolf – that is, a tyrant?

Inevitably.
